The role

The Research Associate will join the Climate Change, Disasters and Development (C2D2) cluster at SEI Asia to undertake social science research, policy analysis and stakeholder engagement on climate change adaptation, resilience and development issues in Asia. He/she/they will support the development and implementation of activities related to projects related to displacement, climate and disaster resilience, national adaptation planning and human rights. The Research Associate will also be expected to work with colleagues from other clusters at SEI Asia including Gender, Urban, Water and Policy, as well as colleagues at other SEI centres as necessary.

The Research Associate will report directly to the C2D2 Cluster Lead, under the overall supervision of the SEI Asia Centre Director.

Key duties and responsibilities include

  • Work as part of teams to conduct social science research, policy analysis and stakeholder engagement on climate change adaptation, resilience and development issues in Asia
  • Support cluster lead in developing and carrying out research using appropriate research techniques and methods including desk-based and primary data collection, qualitative and quantitative approaches, and analysis and interpretation of research results
  • Participate in the design and implementation of new projects, including concept note development and proposal writing
  • Identify new opportunities and support fundraising activities and potential future areas of work
  • Disseminate research outcomes by publishing in peer-reviewed journals and prepare communications and outreach products such as discussion papers, policy briefs, blogs and op-eds
  • Establish and maintain partnerships and networks with relevant actors in the region
  • Contribute to organization of events and meetings, as well as represent SEI at external events and participate in networking with relevant institutions and organizations
  • Build relationships and collaborate with colleagues, both within SEI Asia and across SEI centres.

 Who you are

We are looking for an early career professional with a background in climate change adaptation, disaster or resilience research who intends to pursue a career in applied research on climate change adaptation and resilience, is passionate about bridging science to policy to achieve sustainable development and has excellent technical and proposal writing skills.

Formal qualifications and knowledge

  • Master’s degree in relevant subject areas such as human geography, economics, sociology, development studies, political science, environmental science, anthropology and/or other interdisciplinary programmes or social science fields
  • Two to four years of experience working on climate change adaptation, disaster or resilience-related research
  • Experience in conducting either qualitative or quantitative social science research on various aspects of climate change adaptation and resilience
  • Demonstrated experience in carrying out fundamental research activities, including research design, literature reviews, surveys, interviews, focus group discussions and data analysis
  • Authored at least two recent publications
  • Experience of working with different stakeholder groups such as researchers, decision makers, civil society organizations and community groups
  • Excellent written and spoken English communication skills.

Desirable qualifications

Sustainable Fish Asia (SUFIA) Local Capacity Development Activity Communications Consultant

1. Introduction/Background

The purpose of the USAID Sustainable Fish Asia Local Capacity Development Activity Task Order (TO) is to facilitate the organizational capacity development of two regional organizations in Southeast Asia and the Pacific; facilitate and document project co-creation between these two organizations and the United States Agency for International Development (USAID); and conduct a regional private sector landscape assessment of the fisheries sector in Asia.

2. Scope of Work
The Communications (CC) Consultant will support SUFIA Local Capacity Development Activity’s on-going work with partners, working directly with the SUFIA team in Thailand and in collaboration with RTI Home Office team. The Communications Consultant shall:

  • Collaborate with SUFIA team and its partners to develop content and communication materials, especially for SUFIA’s page on RTI website and social media content, that document program activities that are in alignment to USAID RDMA’s protocol requirements and expectations and for external audiences.
  • Support the team and partners in communications and outreach-related activities during the implementation of the Capacity Development Action Plans (C-DAPs), Capacity Strengthening Initiative Grants and Gender and Inclusive Development Action Plans (GIDAP).
  • Support the development of communications to promote the private sector engagement activities by SUFIA and its partners when relevant.

3. Period of Performance
The period of performance of this consultancy is between September 1, 2021 and November 30, 2021 (not to exceed a Level of Effort of 9 days). All work must be completed within this timeframe. Any modifications or extensions shall be requested through RTI SUFIA’s Project Manager for review and discussion.

4. Place of Performance
The Communications Consultant shall perform the work remotely. The Consultant may communicate with SUFIA Project Team, and vice-versa, for status updates and consultation on the deliverables. As part of information gathering to prepare for the articles, the Consultant may contact partners virtually in consultation with SUFIA team. The Consultant should have their own computing and office facilities to perform the tasks.

5. Work Requirements
As part of the SUFIA Local Capacity Development Activity, the Consultant shall be responsible for performing the following tasks throughout the various activities with partners over the duration of the consultancy. The following is a list of these tasks:

7. Acceptance Criteria
The Acceptance of all deliverables will reside with RTI SUFIA Project Manager (PM) for Deliverables 1 and 2, and with the RTI Private Sector Engagement Specialist for Deliverables 3 and 4. The PM will work with the Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once the deliverables have been submitted, the PM and the PSES will review the respective deliverables and sign off on the approval.

The Consultant will submit the deliverables according to the timeline as stated above in Section 6 to the PM and PSES, accordingly. The acceptance of these deliverables by the PM and PSES will acknowledge approval of all deliverables and that the Consultant has met all assigned tasks. Any discrepancies involving completion of project tasks or disagreement between RTI SUFIA and the Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.

8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant may provide written electronic communication on the status of the work done and to report on challenges faced, if any. RTI SUFIA may communicate to the Consultant regarding feedback on the submitted deliverables prior to approval.

RISKS AND CONSTRAINTS
Due to the pandemic situation, travel is not required. The Consultant may then need to be in touch with SUFIA team and partners virtually to gather needed information for the deliverables. The Consultant will copy furnish SUFIA PM and/or PSES in all electronic communication with partners, if any.

CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work. Tax payments will also be shouldered by the Consultant.

RTI REPRESENTATIVE AND SUPPORT
For Deliverables 1 and 2: The SUFIA Project Manager in Bangkok, Thailand will provide technical oversight to the Consultant and will be the Consultant’s main contact point, and to whom deliverables will be submitted.

The role
The Research Associate will undertake research and development activities related to new and ongoing projects under the Urban Cluster with a focus on policy-relevant urban research in Asian cities. The Research Associate will participate in ongoing urban research projects, including urban health and well-being, urban informality and poverty and urban climate change resilience. The Research Associate will also play a role in identifying new funding opportunities and collaborations and be expected to work with colleagues from other teams in SEI Asia, including water resources, gender, climate change and disaster risk reduction, in developing cross-cutting work programs, as well as SEI colleagues internationally. ABOUT WFP

BACKGROUND AND PURPOSE OF THIS ASSIGNMENT

The Regional Bureau for Asia and the Pacific (RBB) provides guidance and support to seventeen WFP Country Offices (COs) and governments on activities related to climate risk management, climate change adaptation and disaster risk reduction. These services range from climate analyses to understand climate change impacts on food security and nutrition to providing technical and policy advisory services to Country Offices and Governments.

WFP uses Forecast-based Financing (FbF) as a means to facilitate early actions to mitigate and reduce the impacts of extreme weather events, including food insecurity and vulnerability, for at-risk and exposed populations. By releasing funds early based on early warning information and impact projections linked to contingency plans and other anticipatory actions, FbF can reduce subsequent humanitarian assistance needs after a disaster has occurred.

WFP’s FbF approach, so far, in Asia-Pacific has focused on sudden-onset hazards such as floods and cyclones in Bangladesh, Nepal and the Philippines. WFP now seeks to expand its work on FbF to other countries, including Afghanistan, Cambodia, Indonesia, Lao PDR, the Pacific and Pakistan, to complement and build on other anticipatory action investments and opportunities. WFP will focus at both sudden and slow-onset hazards according to country-level priorities.

The RBB is seeking an expert in FbF systems to provide technical advice, support and coordinate its work in this area. We envision that the FbF expert will help establish and strengthen partnerships with other institutions and regional inter-governmental bodies (including ASEAN), identify and support opportunities for collaboration and advocate for FbF and the anticipatory action agenda in the region.

KEY ACCOUNTABILITIES

Under the supervision of the WFP Regional Programme Policy Officer for Resilience and Emergency Preparedness and Response and in close collaboration with Climate Advisors in RBB and Headquarters, the FbF Regional Coordinator will be responsible for the following:

1. Support the operationalization of the WFP Regional Roadmap for Anticipatory Action (2021-2023), also reflected in country-level priorities and workplans and in accordance with recommendations on evidence generation, partnerships and resource mobilization. Provide guidance and technical expertise to WFP COs as they design and implement and help national partners to institutionalized FbF through remote and in-country guidance and support and connecting countries offices with other experts and partners. Support may include the following:

  • undertake feasibility studies and capacity gaps assessment to develop and operationalize national FbF systems;
  • assess and address capacity gaps in national Disaster Risk Management (DRM) frameworks and CO operations (where applicable);
  • develop forecast triggers and thresholds for fast- and slow-onset hazards in consultation with partners;
  • develop or contribute to repositories of anticipatory actions;
  • co-develop/implement Standard Operating Procedures (SOPs) for anticipatory actions together with government and humanitarian partners,
  • implement monitoring and evaluation processes and invest in return-on-investment and impact analyses;
  • make capacity investments to design, adapt and ensure the integration of FbF into national DRM systems and processes.

2. Support and provide guidance to institutional capacity assessments for national meteorological agencies, agrometeorological advisory departments, and intermediary organizations to support FbF systems. This may include a review of available climate information products (e.g., weather alerts, forecasts and seasonal outlooks) at local, national and regional scales, to determine possible entry-points and improvements to existing efforts.

3. Support FbF actions with partners, including:

  • co-development of vulnerability thresholds, forecast tools and triggers; establishment of information transfer and mechanisms;
  • identification of appropriate anticipatory actions and resilience building interventions for different sectors/livelihoods; and
  • development  and testing of Standard Operating Procedures (SOPs) with forecast thresholds and triggers for anticipatory actions.

4. Broker strategic partnerships with stakeholders for policy engagement and advocacy at regional level and help CO staff connect with partners, including research institutions and service providers, on implementation, evidence generation and institutional systems strengthening. Support and represent WFP, as required, at high-level dialogues such as the Asia-Pacific Regional Dialogue Platform on anticipatory humanitarian action.

5. Provide oversight for WFP FbF activities and support compliance with quality standards and guidance and reporting of results.

6. Work closely with other technical experts in the RBB to ensure alignment of the FbF portfolio within regional  programmatic and policy priorities and capitalize on opportunities to link FbF with other anticipatory action investments such as WFP’s PRISM (Platform for Real-time Impact and Situation Monitoring) and shock-responsive social protection and partnerships with RIMES, UK Met Office and the Asia Disaster Preparedness Center.

7. Provide technical inputs and advice on FbF for climate finance proposals working closely with the WFP Regional Climate Advisor. This may include the facilitation of introductory and advanced sessions on FbF to CO staff and government stakeholders, technical guidance to climate finance consultants, technical inputs to M&E frameworks and support with terms of references and recruitment of FbF experts in COs.

8. Work with COs and RBB teams to ensure the robust set-up of and implementation of country M&E frameworks and tools to ensure evidence generation and the capture of lessons learnt. Support COs to access technical and financial resources through the WFP Technical Assistance Facility (TAF) and Anticipatory Action Account (AAA) and technical inputs for the preparation of proposals for climate financing.

9. Support other activities as required.

DELIVERABLES AT THE END OF THE CONTRACT

  • Anticipatory Action SOPs at country level which include thresholds, triggers, actions, costs, timelines, and relevant stakeholders in each of the countries implementing FbF/anticipatory action;
  • Validated annual workplans and budgets for GFFO and FbF activities in the region;
  • Successful management and timely submission of reports and financial oversight of the GFFO projects;
  • Produce or contribute to analytical products generated on FbF in visually engaging formats. This may include monitoring reports, country-case studies published following an FbF activation, return-on-investment and impact studies and a regional report on good practices and lessons learned from FbF and other anticipatory actions;
  • Regional and national workshops and sessions delivered on FbF for advocacy, WFP positioning and capacity strengthening

Sustainable Fish Asia Local Capacity Development Activity (SUFIA) Graphic Designer for the Private Sector Landscape Assessment Report

1. Introduction/Background

The purpose of the USAID Sustainable Fish Asia Local Capacity Development Activity Task Order (TO) is to facilitate the organizational capacity development of two regional apex organizations, the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) and the Southeast Asian Fisheries Development Center (SEAFDEC); facilitate and document project co-creation between these two organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant to each organization; and develop a regional Private Sector Landscape Assessment (PSLA) report.

2. Scope of Work

The graphic designer will work with SUFIA’s Private Sector Engagement Specialist to develop a series of graphics for the Private Sector Landscape Assessment (PSLA) report.

Qualifications: At least five years of professional experience and preferable with experience with USAID projects. Please submit a portfolio highlighting past work with your application (submissions without a portfolio will not be considered).

3. Period of Performance

The period of performance of this consultancy is between August 1 – September 31, 2021, with a maximum of 14 days of work. All work must be completed within this timeframe. Any modifications or extensions shall be requested through RTI SUFIA’s Project Manager for review and discussion.

As part of the SUFIA Local Capacity Development Activity, the graphic designer shall be responsible for attending meetings and the development of at least 20 graphics for the PSLA report:

  2. 1 Graphic explaining Illegal, Unreported, and Unregulated (IUU) fishing.
  3. 1 Graphic explaining the seafood supply chain and its complexities.
  4. 1 Graphic depicting private sector or multi-stakeholder initiatives.
  5. 1 Graphic depicting trust and partnerships.
  6. 1 Graphic depicting blue economy and sustainable fisheries management.
  7. 1 Graphic depicting unity, urgency, and political will.

7. Acceptance Criteria

The Acceptance of all deliverables will reside with RTI SUFIA Private Sector Engagement Specialist (PSES) and SUFIA Project Advisor. Once a deliverable has been submitted, the PSES will review and sign off on the approval.

Once the consultancy period is near completion, the graphic designer will provide all the deliverables during this stage as stated above in Section 5 and 6 to the PSES. The acceptance of these deliverables by the PSES will acknowledge acceptance of all deliverables and that the graphic designer has meet all assigned tasks.

Any discrepancies involving completion of project tasks or disagreement between SUFIA’s PSES and the chosen graphic designer will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.

8. Other Requirements

COMMUNICATIONS

The graphic designer should communicate directly with SUFIA’s Private Sector Engagement Specialist for all matters relating to the work and there will be a 15 – 30 minutes weekly online meeting (date and time to be determined later).

CONSULTANT RESPONSIBILITIES

The graphic designer will use their own computer, graphic software, and all related equipment to complete the work. In addition, if there is to be any travel, the graphic designer is responsible for arranging their own travel arrangements to travel to any in-person meetings in Bangkok and use their own computer and other IT equipment to complete the work.

The role: The Senior Research Fellow on Water-Food-Ecosystems is an integral position within SEI Asia.   • Leads and supports preparation of new project proposals for fundraising in collaborating with staff in the Water Cluster and other clusters and the Operation Unit.
  • Secures long-term research funding support for multiple colleagues.

Policy and Communications:

  • Establishes, builds, and engage in strategic partnerships and networks with multi-stakeholders, including government officials, think tanks, universities, research institutes, private sector, and civil society, to implement policy and promote evidence-based decision-making related to environmentally sustainable development in Asia.
  • In collaboration with the SEI Communications Team, facilitates and supports internal communications and outreach activities, including presentations, speeches, dialogues and media articles.
  • Contributes to strengthening the relationship between SEI Asia with the host country (Thai government), partnership with the host institute (Chulalongkorn University) and other agencies within the region.

Management:

  • Supports the Water Cluster Lead to manage the water cluster team, including employee time planning, solving management challenges and bottlenecks, strategic thinking and setting direction, and coordinating with other cluster leads.
  • Leads research projects, financial and resource management and ensures project deliverables to meet objectives and SEI quality standards.
  • Contributes to implement monitoring, evaluation, and learning framework of SEI Asia and water cluster strategic plan.
  • Line manages, provides mentorship, supports professional development and capacity building on communication for Research Fellows and Research Associates in the Water Cluster team and guides successful achievement of annual performance goals among individual team members.
  • Participates in programme management team meetings and supports the SEI Asia management.
  • Contributes to office management including attending staff meetings, routine administrative tasks, recruitment processes and other duties as assigned by the Water Cluster Lead and Centre Director.

Formal qualifications and knowledge

  • PhD with 15 years work experience (or MSc with at least 18 years of experience) in fields related to water resources, agriculture water or environmental management, and/or resilience ecosystem services
  • Minimum of 10 years leading or managing medium and large research projects or programmes and strong track record of fundraising
  • Minimum of 8 years in team management and/or line managing personnel
  • Strong knowledge and understanding of Asia’s water-food-ecosystems challenges and its interconnections with policy and practice
  • Extensive experience in training and capacity building for researchers and practitioners in developing countries
  • Proven experience in intellectual leadership and high-quality publications in the field of water-food-ecosystems sustainability
  • Proven experience in communicating research findings for non-academic audiences using diverse multimedia such as blogs, op-eds policy briefs
  • Personal initiative and commitment to excellence and results, as well as enthusiasm for supporting scientific research and policy engagement
  • Experience in translating and communicating scientific information to a range of different audiences
  • Extensive experience engaging and networking with governmental and non-governmental actors related to water-food-ecosystems in Asia, including the Mekong Region
  • Demonstrated record of interdisciplinary collaboration, partnership and team building and proven record of work in collaborative environment with time, project and personnel management
  • Excellent in written and spoken English.

Desirable experience and knowledge

  • Experience working in the government, development or private sector
  • Experience in a research/non-profit organization
  • Experience working in an international environment
  • Experience in statistical and qualitative analysis
  • Working knowledge of any national languages in the Mekong Region.
