Context:
The International Organization for Migration (IOM) Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. Regional Thematic Specialists (RTS) in the various areas of migration management, policy and project development are based at the ROAP to fulfill this responsibility. The IOM ROAP in Bangkok, Thailand provides guidance and technical expertise to IOM Country Offices (COs) in Asia Pacific Region aspiring to expand their Immigration & Border
Management (IBM) programming and to respective governmental counterparts to aspiring to improve their migration and border management systems, processes and capacities.
In particular, the Document Examination Support Center (DESC) Initiative is coordinated by the IBM unit, with the financial support of the Government of Canada and in close collaboration with document examination experts of immigration authorities in Asia and the Pacific. In coordination with IOM’s COs, and in synergy with related projects, the DESC unit provides technical support in travel document examination and verification to immigration and border control officials in countries in the Asia and Pacific Region, thus assisting in the curbing irregular migration, including smuggling of migrants, human trafficking and transnational organized crime, through the development of regional trends on passport and identity frauds.
Moreover, to further establish DESC as a regional initiative, the ANDEX (Asian Network for Document Examination) was formally established as the regional information-sharing platform for document examination and verification experts of the DESC countries. The IBM Unit also facilitates the sharing of biometrics and other data among the participating Bali process member countries in order to contribute to the protection of migrants, the early detection of smuggling and trafficking of people, and provide support for States to exchange evidence for investigations, e.g. through the development of platforms to facilitate secure data exchanges.

The IBM Unit at the IOM ROAP marks an important role in contributing to the improvement of border and identity management in Asia Pacific region, with to the organization of the bi-annual Border Management and Identity Conference (BMIC). The organization includes the identification of the location of venue, development of themes and related workshops to be discussed during the Conference, the identification of relevant speakers and coordination for the development of the presentation, liaison with Governments to be invited to the Conference and dissemination of best practices among IOM’s offices.
Under the overall guidance of the Regional Director (RD) for Asia and the Pacific and the direct supervision of the Senior Regional Immigration & Border Management Specialist (RTS-IBM) based in Bangkok, Thailand, the successful candidate will provide technical support internally and externally on Border Management related issues.

Core Functions / Responsibilities:
1. Assist the RTS-IBM to manage the DESC related day-to-day operations including management of the regionally coordinated project across 19 countries of the Asia Pacific region, and support other country level initiatives that synergies with the operations of DESC. Responsibilities also include all aspects of project management.
2. Coordinate with government focal points, United Nations (UN) agencies, international organizations and relevant IOM offices to implement activities of the DESC initiative.
3. Contribute to capacity needs assessment and support with the development of the required capacity building programmes, maintaining and enhancing the network of IBM agencies as well as issuing authorities of travel documents; participating in promoting DESC’s initiatives in the region; and globally, responding to requests by officers in immigration and border control in need of DESC’s support; review, analyse, and share trends from the collected data, information and sample documents with relevant partner governments and agencies.
4. Assist in the development and design of new IBM programmes and projects, in coordination with IOM COs in the Asia and Pacific Region, relevant governmental authorities, international organizations, as well as partner organizations in the public and private sectors.
5. Assist COs in the Asia and Pacific Region where establishment of VerifierTD&B with development and implementation of related procurement plan as needed.
6. Support the development and design of quality concept papers, presentations, training programmes, manuals and reports, by researching on IBM information and topics in coordination with the Senior Regional IBM Specialist, IOM COs, relevant governmental authorities and other relevant stakeholders.
7. Support the development and design of IBM training programmes, tools curriculum and manuals in coordination with the Senior Regional IBM Specialist, IOM COs and relevant governmental and deliver relevant training and presentations in support of the capacity building endeavours of the Regional IBM Unit with a particular focus on areas related to the DESC initiative.
8. Contribute to information and data collection and analysis in migration, IBM, Identity Management, Travel Documents and related topics and draft specific portions of quality concept papers, presentations, and reports, in coordination with the Senior Regional IBM Specialist, IOM COs, relevant governmental authorities and other relevant stakeholders.
9. Support in the global expansion of the DESC initiative outside of the Asia Pacific region.
10. Organize and participate in meetings for the Regional IBM Unit when needed; including the preparation, finalization and dissemination of meeting minutes or notes for file.
11. Undertake travel duties relating to programme assessments, liaison with counterparts, delivering training modules and/or presentations, participate in working groups and assist with problem solving issues in the region and information and the development of related materials, reports and presentations.

Required Qualifications and Experience
Education
• Master’s degree in Political Science, Social Science, Human Rights, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• Experience in project development, project management, or project monitoring and evaluation in the field of Migration, Immigration and Border Management or other related technical projects. Experience in procurement of ITC equipment is an advantage;
• Experience in document examination and be able to use applicable examination equipment in a proper way;

The role

The Project Finance Assistant will provide assistance to the operations of project financial management. The incumbent will report directly to the Senior Finance Officer and will liaise with external service providers, such as consultants, subgrantees and other relevant parties. Supervision and Internship Modality

Core Functions/Responsibilities:

To undertake research and development activities related to new and ongoing projects in Asia within the Water Resources Management Cluster.

The role

SEI Asia is recruiting a highly motivated Research Fellow that will undertake research and development activities related to new and ongoing projects in Asia under the Water Resources Management Cluster, with a focus on spatial data analysis and mapping, developing GEE and Python scripts and geospatial tools to support decision-making and planning in water-land-ecosystem management, water-related disaster risk management (flood and drought), water-related urban planning, and climate change adaptation. This position will also emphasize developing and managing innovative projects, work across disciplines, mentor early-career researchers, and build capacity for key stakeholders. The candidate will ensure that research results are published in high-quality external publications and engage with policymakers and decision-makers.

Key duties and responsibilities

  • Provide technical research and leadership in the areas of utilizing geospatial data and Remote Sensing /GIS techniques, User Interface (UI), and advance technology such as AI and machine learning in water-land-ecosystem management, water-related disaster risk management (flood and drought), water-related urban planning, and climate change adaptation.
  • Lead projects, manage client/partnership relationships, supervise project staff, and write project reports.

The role

The Project Assistant will provide overall support to the implementation of the Mekong Think Tanks programme. This programme is supported by the Mekong-Australia Partnership – Water, Energy, Climate (MAP-WEC) programme, Department of Foreign Affairs and Trade (DFAT), Government of Australia. The over-arching goal of MAP-WEC is to achieve environmental resilience in the Mekong Region by improving water security, enhancing access to affordable clean energy, and taking action to mitigate and adapt to climate change.

The Project Assistant reports directly to Mekong Think Thanks Programme Manager and Director, and will be under overall supervision of the Centre Director.

Key duties and responsibilities include

The Project Assistant will support in the following tasks:

  1. Serve as the focal person for day-to-day communications with the partners within and outside the network.
  2. Assist the Programme Manager in operational aspects of the project, including, but not limited to, grant administration, contract management, financial management, event organization, recruitment and procurement of goods and services related to programme/project implementation.
  3. Assist the respective Component Lead or Co-lead for the implementation of the component’s activities and events, especially with administrative support and logistics.
  4. Assist in annual planning and budget preparation, as well as monitoring of project implementation and overall financial management.
  5. In collaboration with the Monitoring, Evaluation and Learning (MEL) Expert, support and coordinate data collection and regular updates to information within the MEL system.
  6. Assist in organizing meetings and other project-related events.
  7. Assist in consolidating and analysing data and writing project reports.
  8. Other tasks as assigned by the Programme Director/Manager.

Who you are

Formal qualifications and knowledge

About SUMERNET

SEI Asia has been the host of the Secretariat of the Sustainable Mekong Research Network (SUMERNET), a regional research network working for knowledge-based policy engagement for more sustainable development in the Mekong Region. SUMERNET brings together researchers and practitioners from the Mekong riparian countries: Cambodia, Laos, Myanmar, Thailand, Vietnam and China. Currently SUMERNET has more than 400 network members from within Mekong and outside of the region, and supports over 20 granted research projects all over Mekong under the implementation phase 4 funded by Sweden International Development Cooperation Agency (Sida), termed “SUMERNET 4 All” (2018-2023). SUMERNET 4 All aims to reduce water insecurities for all, in particular, the poor, marginalized and socially vulnerable groups in the Mekong Region.

Recently, SEI has also embarked on a new programme “Mekong Think Tanks” (2022-2025), supported by Mekong-Australia Partnership – Water, Energy, Climate (MAP-WEC) programme, Department of Foreign Affairs and Trade (DFAT), Government of Australia. The over-arching goal of MAP-WEC is to achieve environmental resilience in the Mekong Region by improving water security, enhancing access to affordable clean energy, and taking action to mitigate and adapt to climate change. Within this programme, SUMERNET has an important role as a regional platform to develop networking and conduct engagement among regional and national think tanks, as well as early-career professionals interested to be involved in knowledge-based policy communications and engagement in the Mekong.

The role

The overall responsibilities of the Programme Manager are to manage and support all operational aspects and MEL of SUMERNET 4 All (www.sumernet.org), Mekong Think Tanks and/or other programmes/projects assigned in coordination with programme team members. As Programme Manager, you will be the liaison and focal point for network members, partners, and the SEI Asia Operations Unit. Your performance will be evaluated in annual reviews against this job description and the SEI Asia Position Descriptions.

The Programme Manager reports directly to the SEI Asia MEL Focal Person, Programme/Project Leaders/Managers, and will be under overall supervision of the Centre Director.

Key duties and responsibilities include

Project management (70%)

  • Ensure the appropriate managerial support to the assigned programmes within SEI Asia, especially SUMERNET 4 All and Mekong Think Tanks by coordinating and monitoring activities based on the overall programme and annual workplans, according to the approved budgets.
  • Provide technical expertise and support on implementation of activities related to the Monitoring, Evaluation and Learning (MEL) of assigned programmes within SEI Asia, especially SUMERNET 4 All and Mekong Think Tanks.
  • Coordinate operational aspects of the assigned programmes, especially SUMERNET 4 All and Mekong Think Tanks, including, but not limited to, grant administration, financial management, contract management, recruitment and procurement of goods and services related to programme/project implementation.
  • Implement and coordinate projects and/or research according to work plans and budgets, cooperate with and support colleagues from the project team to ensure timely delivery of quality work, and report progress in accordance with the SEI Project Manual and funder’s specification.
  • Prepare programme/project reports including narratives, finances and other documents as assigned.
  • Identify, formulate and develop projects that further the aims and objectives of SEI.
  • Coordinate and support policy engagement and communication activities, including the organization and participation at relevant events, information dissemination through offline and online channels, and production of publications.
  • Identify funding sources, lead or contribute to fundraising, and seek to secure funding for these projects.
  • Provide guidance for junior members on project management, implementation and reporting, and monitoring and evaluation.
  • Supervise junior staff members in projects and processes related to their functional areas.

Centre development (20%)

  • Support the centre management and development upon request by the SEI Asia Management Team.
  • Provide guidance to junior research staff on programme/project management, and support their professional and career development.
  • In collaboration with the SEI Communications Team and the Centre Communications Coordinator, facilitate and support internal communications and outreach activities, including presentations, speeches, dialogues and media articles in relation to programmes/projects.
  • Contribute to strengthening the relationship between the SEI Asia Centre with the host country (Thai government) and partnership with the host institute (Chulalongkorn University).

Other duties and responsibilities (10%)

  • Respect, implement and contribute to the development of the Institute’s policies, including the environment policy, different programme policies, including staff development, and the Institute Code of Conducts.
  • Be a proactive team member, cooperating with and supporting colleagues in the research group, across groups in the Centre, and participate in cross-Centre communications.
  • Ensure the exchange of ideas with relevant institutes, scientists and experts including other SEI Centres.

Who you are

SEI Asia is looking for someone with experience in all aspects of project management and coordination, including but not limited to grant administration, financial management, contract management, recruitment, procurement of goods and services, monitoring, evaluation and learning system for projects related to environment and natural resources management in the Mekong countries.

Formal qualifications and knowledge

  • A master’s degree in development management, business management, environmental science, natural resources management or other related fields.
  • Minimum of 6 years of working experience in project management in the non-profit management sector, especially in the management of grants, contracts and finance for projects.
  • Experience with applications for grant management systems.
  • Sound knowledge and good experience in designing and implementing monitoring and evaluation framework.
  • Strong knowledge and experience in using project management and monitoring and evaluation tools.
  • Proven track record of engagements towards high-level policymaking processes within government institutions, multilateral regional organizations, research institutes, non-profit organizations and the private sector in the Asia Region, especially in Mekong countries.
  • Experience working in international, multi-disciplinary, culturally diverse teams in research and policy environments.
  • Demonstrated experience in liaising and co-operating with multi-stakeholders, including government officials, academic institutions, NGOs, the private sector and donors in Mekong countries.
  • Excellent knowledge in communication and report writing.

Urban-Rural Sustainability Fellowship 2022-23 program

AIRI Urban-Rural Sustainability Fellowship 2022-23 is a one-year incubation programme jointly organised by The University of Hong Kong, Tsinghua University, National Chengchi University, and Asian Institute of Technology. The Fellowship aims to empower and connect thought leaders and exceptional practitioners from across the Asia-Pacific region who aspire to be Change Fellows spearheading urban-rural integration and rural sustainability. Change Fellows who have successfully completed the programme will earn a Certificate of Recognition jointly issued by the four universities. They will also be eligible to enter into a competition with innovative proposals that address rural sustainability challenges. There will be a total of four awards (one laureate from Mainland China, Taiwan, Hong Kong and Thailand respectively), each with a seed grant at the value of US$25,000.

The Programme:

The Change Fellows will participate in a series of online lectures, web-based practical training sessions, and field trips and experiential Hackathon delivered by renowned international scholars and experts in the fields of rural governance and economy, conservation and resource management, social innovation and community revitalisation.
