JOB PURPOSE
Under the overall guidance of the Regional School Feeding Officer and in close collaboration with Regional Bureau’s programme and partnership teams, the consultant will support process improvements and partnership opportunities with governments, UN agencies, intergovernmental institutions and their member states, international financial institutions, NGOs, foundations, academia and think tanks and the private sector.
The consultant will identify, develop and strengthen relationships with knowledge partners, policy and government partners, advocacy and capability partners. S/he will clearly communicate WFP’s value proposition, so that partners understand what resources, knowledge and skills WFP has to offer and why they should partner with WFP in school-based programmes.
KEY ACCOUNTABILITIES
- Establish new resource, knowledge, policy, advocacy and capability partners and strengthen relationships
- Design and implement evidence-based advocacy and partnership strategies to promote, position and advocate for WFP as an effective partner in school-based programmes
- Provide support to country offices in terms of tools, guidance and advice on knowledge, policy, advocacy and capability partnerships
- Position school health and nutrition on the regional and SDG agenda, engage with key partners (UNESCO, UNICEF, FAO, WHO, WB, ADB and others) and develop engagement strategies for selected partners
- Participate in regional fora, such as the Education Sector Group, UN joint initiatives; identify and engage in regional opportunities/events that could support advocacy on SHN; and coordinate RBB country office and regional bureau engagement in regional and global events
- Build on the global Interagency Group work to further engage at regional level with the local governments and UNCT/RC/Clusters teams to promote the school health and nutrition agenda.
- Support the efforts of the global School Meals Coalition by fostering partnerships with regional partners to form alliances, and support country offices with national engagement.
- Support COs in managing and developing partnerships and act as liaison in consolidating the regionally aligned messages/practices.
- Provide support to country offices in designing funding proposals, as required, reporting and documentation of best practices, with a special focus on USDA / McGD. Coordinate day-to-day partnership management to strengthen strategic engagement with USDA and support the corporate WFP – McGovern-Dole partnership.

STANDARD MINIMUM QUALIFICATIONS
EDUCATION
- Master’s degree in public policy, political science, public administration, nutrition, public health, social sciences, or other related field.
WORK EXPERIENCE
- At least 6 years of professional experience in the area of international public policy, public health, education, school health and nutrition or related field with increasing level of responsibility
- Previous experience in partnership development, formulation of advocacy and funding proposals
- Experience in policy analysis, technical assistance and capacity strengthening in different development contexts, preferably with a UN, international organization or inter-governmental body
- Incumbent has relevant work experience in different development and fragile contexts
- Proven track record in engaging in policy discussions, coordination and dialogue with senior level stakeholders within government, UN and inter-governmental agencies and IFIs
- Previous experience in regional level coordination and partner engagement, preferably including IFIs and UN and/or regional bodies
KNOWLEDGE& SKILLS
Mandatory:
- Strong thematic knowledge in assessing, evaluating and supporting improvements in national policies, institutions and systems and strong thematic knowledge in education, school health and nutrition, or food security sectors
- Track record in communication, negotiation and brokering of partnerships with international and regional institutions and resource partners
- Strong organizational and project management skills and ability to work with high degree of autonomy
- Strong analytical, knowledge management and communication skills and ability to produce concise, convincing, publishable written outputs and make clear presentations in English.
- Ability to engage with various stakeholders in open dialogue and value diverse opinions with maturity and tact, proven diplomacy and cultural sensitivity
- Willingness to explore and experiment with new ideas and approaches in own work
- Ability to work independently in a timely and organised manner
- Ability to work in a team and multi-task as needed
Desirable:
- Candidates who are residing in Thailand are preferable.
LANGUAGE
- Fluency knowledge of English language both verbal and writing is required.
