Available position: Associate Project Officer
Objective and Purpose of the Assignment
The Private Sector Infrastructure Finance Division 2 (PSIF2) is processing a number of projects in
Thailand, Viet Nam, Cambodia, Laos, and Myanmar (GMS Region) concurrently and needs a consultant that
will support the unit for due diligence responsibilities. The consultant will work under the supervision
of the PSIF2 project team to conduct PSIF2 integrity due diligence (IDD) on all its transactions, and in
certain instances anti-money laundering (AML) due diligence. This work is very time intensive,
particularly when additional first-tier searches and verifications are required. This work can be more
efficiently undertaken by those with a certain level of expertise and experience, and whose time is
dedicated to this work. The consultant will also assist in coordinating tasks across teams and
departments for projects in the GMS Region. He/she will also assist the team in general due diligence of
sponsors and projects.
Scope of Work
He/she will work under the supervision of the PSIF2 project team. The consultant will assist in IDD and
other due diligence for transactions and help coordinate tasks for team.
Detailed Tasks and/or Expected Output
The Consultant will be responsible for the following tasks and/or outputs:
Integrity Due Diligence
(i) Gathers, reviews, and organizes information available to ADB from within ADB and from external
public sources such as news articles, multimedia, and web sources regarding:
a. Parties to a relevant PSIF2 transactions;
b. Relevant jurisdictions and regulatory frameworks; and
c. Activities, rumors, complaints, litigation, investigations, cases, convictions, sanctions, etc.
associated with or relating to relevant parties.
(ii) Organizes and analyzes the information from an integrity and AML/CTF perspective, which will then
be reviewed and validated by the IDD team of Private Sector Transaction Support Division (PSTS).
Data Analysis and Report Generation
(i) Collects, compiles, and analyzes relevant information and data to produce routine and/or ad hoc
reports as instructed;
(ii) Prepares presentations, case studies, and project summaries as instructed; and
(iii) Initiates initial risk ratings by analyzing and compiling financial information of potential
transactions.
Project processing
(i) Supports the identification, development, and processing of projects to be considered for ADB
private sector infrastructure financing by conducting due diligence and financial modeling, and engaging
in discussions and negotiations with project developers, sponsors and financiers; and
(ii) Ensures key issues are incorporated in projects and proper risk management is applied.
Others
(i) Performs any other duties as may be required, such as retrieving files/documents for preparation of
reports, preparing tables and charts for reports, etc.
(ii) Performs other duties as may be assigned and reflected in the incumbent workplan.
Minimum Qualification Requirements
Education: Minimum University Degree
Work Experiences: 2-3 years’ experience in finance and administration and a certain level of experience
in financial and economic due diligence.
Language: Fluent in written and spoken English
Computer Skill: Proficient in MS Word, Excel, PowerPoint
