1.Position Title: Program Manager

Background:   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia

(RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand.

Position Description:

The Program Manager is responsible for RIMES projects in Bangladesh in the following areas: coordination with project partners; support for to project activities at national and field levels; assistance with documenting and reporting on project implementation progress, successes, and lessons learned; and assistance with designing and conducting surveys and project evaluations. Additionally, as required, the Program Manager assists the Local Government Engineering Department (LGED), the Bangladesh Meteorological Department (BMD) and the Flood Forecasting and Warning Center (FFWC). He/she will also directly work with the Department of Disaster Management (DDM) to ensure smooth implementation of project activity.

Duty station:

Department of Disaster Management in Dhaka, Bangladesh. RIMES has right to change duty station whenever necessary.

Minimum Qualifications:

Knowledge:    

MSc/BSc degree in Water Resources Engineering/Civil Engineering, Urban and Regional Planning, Disaster Management, Hydrology and relevant field. He/she should have at least

Experience:

At least 6 (six) years’ experience of project management, monitoring and evaluation related to Early Warning System, disaster management, climate services, hydrological analysis etc., or any relevant discipline.

Skills and Abilities:

Sound knowledge of ArcGIS, efficient in statistical analysis; strong report writing and organizational skills; excellent English proficiency in communication, presentation, and report writing; demonstrated research skills and knowledge of programming languages would be an advantage.

Major Duties and Responsibilities:

  • Managing and implementing projects
  • Coordinate with partners at national down to local levels to facilitate implementation of project activities
  • Gather data and information required to support tool development, hazard, vulnerability, risk, impact and user need assessments, design and uptake surveys
  • Organize assessments, meetings, training workshops, forums, conferences, and related preparatory events
  • Process requests for activity budget; and report expenditures against budget, with proper support documentation, at completion of project activity
  • Undertake field visits to monitor implementation of activities as required, as well as receive local level feedback
  • Support installation of equipment, such as river and inland gauges, automatic rain gauges, tide gauge, etc.
  • Assist in the facilitation and management of field visits by donors and partners

Support to monitoring and evaluation of projects

  • Keep track of project deliverables and timelines to ensure timely delivery
  • Assist in identifying constraints and problems in efficient project delivery, and recommend corrective actions
  • Gather data and information on progress of implementation against project targets and performance indicators
  • Support the periodic review of project frameworks, and provide inputs for revision of performance indicators as necessary
  • Ensure that technical progress reports are submitted with sound content, good quality, appropriate format, and according to deadlines. And other relevant assignments provided by the Team Leader.

Technical and Others

  • Support topographic surveys and data quality checking, geospatial analysis, regional planning, data collection, analysis and technical documentation for relevant sectors e.g. water resources, transportation, agriculture, urban risk reduction etc.
  • Devise a plan for Project Team Leader of how capacity building on local level will be implemented
  • Support DDM, FFWC and BMD in areas of need, as assigned by immediate supervisors

Contract Duration:  The contract will initially be for one year and will be extended upon satisfactory completion of a six-month probationary term and each annual performance review.

2.Position Title: Data Analyst

The Data Analyst of this consulting service is to support the enhancement of TNSMART so it can serve as a one stop solution for all forecast information and data needs for TNDRRA. Data Analyst is responsible for analysing, processing and visualizing all available hydro met datasets.

TNSDMA office at Chennai, Tamil Nadu, India.

Skills and Qualifications:

Minimum Qualifications:

Knowledge

  • Bachelor’s degree or higher in Computer Science, Information Communication and Technology.
  • Knowledge of data processing and optimization techniques and data format conversions. Ability to handle big data files and bring them in common format.
  • Knowledge of cloud services and handling of servers and cloud storage will be an advantage.

Experience

  • At least 3 years of experience in data handling, analysis, visualization etc.

Skills and abilities

  • Proficiency in data analysis and interpretation is important for extracting meaningful information from the collected weather data. This may involve using statistical methods, software tools, and programming languages commonly used in meteorological analysis.
  • Competence in using computer software for data processing and analysis is necessary. This may include software for visualization, statistical analysis, and geographical information systems (GIS).

  • Process time series and gridded datasets used in TNSMART.
  • Collect, and analyse data from the AWS, including temperature, humidity, wind speed, precipitation, and other parameters. Validate the data using manual observations for identifying data anomalies.
  • Validate the performance of NWP forecasts based on the available observation data. Provide statistical analysis, quality check and comparison of different datasets.
  • Recommend quality control measures to correct data errors as identified.
  • Monitor data transmission and communication to address any issues in real-time data sharing.
  • Generate and distribute regular weather reports and forecasts using AWS data to relevant stakeholders.
  • Prepare ad-hoc reports as requested by agencies, researchers, or the public.

Full stack developer will support the development team of TNSMART for overall development of the tool.

  • Planning, design, development, testing, and validation of new applications, solutions, and processes to meet user needs and requirements effectively and efficiently.
  • Build highly complex user interface applications and back-end databases integration using expert-level skills in various web development tools, programming languages, and scripting languages.
  • System configuration and API development for real-time forecast data integration in the TNSMART application.
  • Design and Development of the User and Admin version of the TNSMART application in discussion with the TNSDMA officials.
  • Integrate weather forecast, heatwave, Earthquake, agriculture advisory, and other modules.
  • Continue supporting the development and improvement of the SATARK application and IRU Project
  • Actively address non-functional requirements such as performance, security, scalability, continuous integration, migration, and compatibility.

Meteorologists are responsible for reviewing all NWP forecast products integrated in TNSDMA and accessing their performance at various administrative levels.

Position Description:  The Lead – Systems Research and Development Department, leads and performs overall supervision of the system development and management for earthquake monitoring, tsunami warning, weather and flood forecasting, climate prediction, impact and risk assessments, and other decision support systems for hazard early warning and response.  The Lead – Systems Research and Development Department is also responsible for the delivery of weather and climate products and services to RIMES Member States, and for supporting and analyzing the computing and other information technology requirements of RIMES.

Skills and Qualifications: 

Minimum Qualifications:

Education:  Master’s degree or higher in Computer Science/ Computer Engineering with a focus on AI and Machine Learning, and related fields.

Experience; Minimum 5-7 years of experience in:

  • Software/computer modeling, and integrating data, analytics and systems to deliver required digital information products for sectoral users.
  • Developing data analytics and geospatial data applications, with experience handling multi-dimensional datasets including NETCDF and HDF5, preferably using Python.

RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.

Position Description:  Reporting to the Finance and Account Manager, the Cashier Officer is responsible for performing a variety of cashiering and financial management functions. The Cashier Officer has full responsibility for the disbursement, accountability, examination, safekeeping, replenishment, and management of funds. The Cashier officer deals directly with local banks, vendors, RIMES staff, contractors.

The Cashier Officer makes payments to vendors, staff via cash and e-banking payments, ensuring that all

such payments are valid, authorized, and properly documented and recorded. The Cashier Officer is also

responsible for a variety of additional financial and administrative tasks as assigned by

the Finance and Account Manager.

Minimum Qualifications: 

Education and Experience:

  • Completion of a bachelor’s degree or above in accounting, finance, business administration, or a related field.
  • At least 1-3 years of experience in financial management, accounting, or cashiering, preferably in reputable audit firms, international organizations, or donor organizations.
  • Experience in data analysis and preparing management reports.
  • Experience in accounting software and financial management systems.
  • Professional relevant certification or additional training in accounting or financial management is desirable.

Qualifications and Technical Skill

  • Strong analytical skills and attention to detail for accurately managing financial records and transactions.
  • Knowledge of budgeting, financial reporting, and compliance with donor regulations.
  • Knowledge of accounting principles, procedures, and standards.
  • Ability to apply conceptual, analytical, and evaluative skills in accounting operations.
  • Ability to prepare and maintain the full set of accounts.
  • Proficient in communication and interpersonal skills, while needing to work closely with colleagues, donors, and external stakeholders.
  • Fluency in oral and written English and Thai
  • Proficient in Microsoft Office skills, including Word, Excel, Outlook, and PowerPoint.

Major Duties and Responsibilities:

  • Prepare checks or wire transfer payments based on fully approved documents and present them to final authorizers.
  • Ensure cash is well managed including petty cash replenishments, cash counts and safety guidelines adhered to.
  • Perform accurate weekly and end month cash counts and reconciliations for RIMES cash transactions.
  • Ensuring that all supplier payments have receipts acknowledging payment attached to them in a timely manner.
  • Ensure that compliance to the Approval levels of all supporting documents (quotation analysis, POs, PRs, Request for Payment) before proceeding to make a payment. Managing bank relations and ensuring any changes are updated in a timely manner for smooth running of the finance function.
  • Compile copies of vouchers and other supporting documentation as may be required for Audit.
  •  Refiling documentation after Audits
  •  Preparation and submission of VAT and Withholding Tax reports and filling if any.
  •  File all cash and bank vouchers and maintain systematic voucher filing system, well labelled such that files are clearly identifiable.
  •  Maintaining an updated advance register for RIMES and ensuring that staff advances are cleared within the limits of advance policy.
  • Offer prompt support and backstopping to field finance, other finance assistants whenever required.
  • Support new Finance Team members settle in by providing necessary logistics for their work.
  • Manage the petty cash float, cash advances – issuing and monitoring.
  • Monitor receipt quality, cash & cheque donations, and issue receipts.
  • Reports to the Finance and Account Manager weekly on the status of outstanding advances.
  • Monitors and anticipates cash flow expenditures to maintain sufficient cash for RIMES operations while remaining below authorized accountability levels. Prepares semi-annual reports for Head-Operation Support Department
  • Serves as the primary point of contact with local bank officials on matters pertaining to RIMES banking operations. Contacts the bank on a regular basis to inquire on replenishment and withdraws funds from the bank account immediately upon being notified of replenishment funds to maintain enough cash to manage operations while minimizing the actual cash kept on hand.
  • Coordinates with Finance and Account Manager on all issues related to RIMES finances.
  • Enters all cash transactions into the account on a real-time basis, coding all payments and collections according to Finance and Account Manual
  •  Maintains all records of and ensures the safekeeping of all accountable forms, including collections forms, cashier reimbursement vouchers and/or accountability report forms, and deposit slips.
  • Monitors the Outstanding Staff Advances Report on a weekly basis.
  • Tracks and validates the exchange rates of each transaction.
  • Any other tasks that may be assigned by the supervisor.

Reporting 

The Cashier Officer will report to the Finance and Account Manager.

Probationary period:  180 Days.
