SEI Asia is an affiliate of Chulalongkorn University (CU), Thailand. SEI and CU have inked a long-term agreement until 2023 to foster innovative scientific research combined with effective policy engagement on development and environmental challenges in Asia. The key areas of collaboration are intellectual engagement for joint research applications and fund mobilization, lecturing and seminars for CU students, post-graduate supervision and examination and CU-SEI employee links.

The role

The Policy/Climate group at SEI Asia works with policy analysis, policy-relevant research and policy engagement in support of energy transitions, climate stabilization and sustainable development. We have a number of ongoing projects that span different sectors and thematic areas. The internship will involve two different components. The first involves working on one or two specific projects supporting the project leader and/or the team in analysing energy and climate data, developing visual communications outputs, conducting field work if needed and contributing to written project reports. The second is related to policy engagement and will involve institutional mapping and analysis of key stakeholders and policy actors working in energy and climate with a focus on Southeast Asia.

Key duties and responsibilities

Support for energy and climate project studies

  • Assist supervising research fellow in specific research tasks
  • Support policy cluster in coordination or management tasks
  • Perform literature reviews and synthesize important information from a variety of sources on climate change mitigation, policy engagement and fossil fuel phase out, particularly coal
  • Draft synthesis briefings on issues related to climate change mitigation, sustainable development and fossil fuel developments
  • Conduct background research related to land use, biomass and bioeconomy and support documentation and outreach efforts for related issues.

Support for energy and climate policy engagement

  • Help map relevant engagement and outreach tools (briefs, papers, videos and tweets) and assess effectiveness to “get the message” to decision makers under supervision and guidance of research fellow and communication director of SEI Asia
  • Help map relevant policies (government strategies, development plans and regulations) in Southeast Asia
  • Help mapping relevant climate change mitigation issues high on policy agenda in Southeast Asia.

Formal qualifications and knowledge

  • Possess or be completing a master’s degree in any relevant subject area (environmental science, energy/climate studies, engineering, public policy, political science and/or economics)
  • Familiarity with one or more of the following topics: climate change mitigation, fossil fuel phase out, transitions away from coal, sustainable land use, agricultural systems and/or forestry
  • Familiarity with policy environment in Southeast Asia on these topics, such as what policies/strategies/plans concerning these topics are currently implemented in the region.

Main duties include:

1. New business opportunities:

Research new and existing markets to identify prospective customers.
Conduct cold calling, explore potential business, generate new leads and develop prospect lists

2. Business Development:

Position Available: Regional Programme Leader, Asia

BACKGROUND
The Science and Strategy Group (SSG) is considered one administrative entity, and has evolved from the previous Ecosystems and Livelihoods Group, Asia construct. It brings under one umbrella all component thematic programmes in IUCN.
Guided by the IUCN vision of “a just work that values and conserves nature”, the Asia Regional Office (ARO) coordinates a network of 15 country/field offices, a team of 250+ professional and support staff members, and a project portfolio of over US$20 million annually; it also oversees and supports the Oceania regional office based in Suva, Fiji.
JOB DESCRIPTION
The Regional Programme Leader (RPL), a member of the senior management team for Asia, is expected: 1) to spearhead the strategic development and steering of the regional programme, 2) to coordinate Regional Office support to and oversight of country programmes, and 3) to promote IUCN’s value proposition and One Programme across the region.The RPL has overall responsibility to provide technical leadership and programme management for the Asia region – as leader for a team of technical and management support staff, and as manager for an integrated programme unit at the Regional Office.

The regional programme unit: 1) Serves as integrated multi-disciplinary platform for stock-taking and advancing programmatic knowledge and practice, 2) Facilitates establishment of thematic/cross-thematic hubs for promoting knowledge products and tools, 3) Coordinates regional and multi-country projects and initiatives, 4) Provides strategic expertise and capacity building support to country programmes, 5) Coordinates regional portfolio management and operations support including for large-scale initiatives with GEF and GCF, and 6) Facilitates project development, resource mobilisation and business development. Specific duties include:

1. Programme Development and Management
• Leads the development of the Asia regional programme agenda and strategy, towards contributing to IUCN’s overall intersessional programme.
• Serves as a chief scientific and technical expert for the region, to direct and oversee its programme areas and strategic themes.
• Spearheads results-based programme planning and implementation, and associated matters for intra and inter-unit/office coordination.
• Manages programmatic collaboration with the Secretariat’s global Centers and other regional offices.

2. Technical Support and Capacity Building
• Coordinates the provision of scientific guidance and technical support for staff, in strengthening the regional team’s overall capacity to deliver programmatic results.

3. Partnership and Representation
• Supports the Regional Director in developing and expanding strategic linkages with institutions and alliances in the region which are strategically important for programme development and management.
• Coordinates with the Regional Manager, Memberships to designate and support regional focal points for IUCN global commissions, national and regional membership committees, and other relevant Union entities.
• Serves as a regional focal point for external partnership platforms established to support multilateral environmental conventions and agreements.
• Participates in key external events for networking, knowledge sharing, policy advocacy and resource mobilisation – including representing the Regional Director and global senior management as assigned.

4. Assurance and Compliance
• Coordinates ARO’s oversight function for the regional portfolio of projects and activities, including for programme quality assurance and compliance with institutional policies and guidelines.
• Chairs standing committees, working groups and/or task forces for periodic review and planning of the regional programme to better align with and contribute to IUCN’s One Programme results framework.
• Manages ARO support services for region-wide project portfolio management, pipeline development and grant-writing, and controls and safeguards in project operations.
• Supports the Regional Director and works closely with heads of ARO units and country offices in the formulation and roll-out of regional programme-related guidelines, measures and practices.

5. Programme Unit Administration
• Serves as overall in-charge of financial and human resources administration of the ARO programme unit.
• Exercises administrative authority in budget planning and review for relevant cost centres.
• Supervises and coaches assigned staff to help them meet performance standards, behavioural norms and career development goals, and completion of work plans and performance appraisals.
• Ensures staff compliance with applicable corporate services policies and procedures.

6. Others: Carry out other relevant tasks assigned by, and mutually agreed with, the line manager.

REQUIREMENTS
• Academic and Work Background
– PhD degree in applied natural, physical and/or social sciences, specialising in fields of study associated with nature conservation for sustainable development.
– Professional areas of expertise and interest relevant to at least two of IUCN Asia’s: programme areas (species and habitats, water and wetlands, marine and coastal ecosystems, protected and conserved areas, forest and agriculture landscapes) and/or strategic themes (nature-based solutions and climate, livelihoods for nature and conservation finance, and governance and rights).
– Minimum 11 years of professional experience in combined roles as science/technical leader and programme manager.
– Held similar senior-level management role for multi-country/regional teams and units in international development-oriented organisation/s.
– Intra-regional work experience, with at least 3 years in a duty station within Asia.• Professional Competencies
– Demonstrated capacity: i) to provide strategic leadership in science-for-development programmes, and ii) to manage interdisciplinary teams and support staff, under a diverse multi-cultural working environment.
– Track record in i) collaborative programme development and implementation, ii) science-driven knowledge and innovation management, and iii) strategic resource mobilisation for diversified, novel funding streams.

SEI Asia is seeking an experienced and highly motivated Communications Manager with a proven background in development and policy communication to oversee all internal and external communications for the centre. In this position, the person will be in charge of producing high-quality content that effectively communicates scientific research in different formats and for a range of audiences.

The Communications Manager will report directly to the Head of Communications – Asia Centre under the overall supervision of the Asia Centre Director.

The role

The Communications Manager ensures the effectiveness of SEI’s internal and external communications in Asia through close collaboration with SEI colleagues in Asia and the SEI global communications team. The Communications Manager will help SEI Asia researchers identify key audiences for their work and formulate key message in suitable formats targeted to those audiences. The Communications Manager will be responsible for supporting the implementation of SEI Asia’s communications strategy together with the centre and the SEI global communications team.

Key duties and responsibilities

  • Create policy communications plan for SEI Asia Centre based on in-depth analysis and strategic communication approaches that effectively bridge science to policy
  • Collaborate closely with research clusters to produce excellent written and multimedia outputs that highlight SEI’s work in Asia
  • Lead communication activities for SEI Asia’s Strategic Collaborative Fund Phase 2 programme
  • Review and ensure consistency in all communication products, including blogs, features and opinion pieces, as well as infographics, videos and podcasts
  • Manage and grow SEI Asia’s online audience
  • Support Centre Director and other senior staff in crafting speeches, messages and presentations to external events and workshops
  • Connect with media partners to ensure coverage of SEI’s work in Asia
  • Liaise with SEI global communications team on editorial and media activities.

Who you are

You are a dynamic communications professional with an extensive experience in writing for non-academic audiences, journalism, multimedia production and social media management. You think outside the box to attract policy decision makers and key audiences in Asia to our work. You challenge the status quo and push for innovation and creativity in getting the message across. You have fun and bring energy and enthusiasm for others learning from your outputs. Previous work experience on science communication in Asia is useful. A portfolio of work showing writing ability in different formats (op-eds in newspapers, blogs and features), multimedia outputs and social media experience is mandatory.

Formal qualifications and knowledge

  • University degree with a minimum of 7 years’ experience or master’s degree with a minimum of 5 years’ experience in the field of communications, social sciences communications, public relations or related discipline
  • Familiarity or working knowledge of environmental issues in the region
  • Demonstrated and proven English language writing and journalism for producing online news stories, publicity materials, and social media posts (Twitter and Facebook). Candidate must provide portfolio of written outputs to illustrate competency in writing for different formats and outlets.
  • Demonstrated experience to conceive of, write, edit and deliver effective and memorable key messages and talking points, and media outreach materials
  • Demonstrated planning and communications experience for events and display booths
  • Familiarity with social media and communications technologies required
  • Able to work well both independently and within a variety of teams, contexts and cultures
  • Excellent English communication skills (speaking, writing, and reading)
  • Working knowledge of Microsoft Office
  • Familiarity with multimedia or design software (Adobe InDesign, Final Cut Pro) an advantage.

OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO Bangkok Office and Asia-Pacific Regional Bureau for Education, the oversight of the Chief of the EISD Section, and the direct guidance and supervision of the Project Officer in charge of the Teacher Programme, the intern is expected to provide content, technical and administrative assistance in various projects and activities under the Teachers Programme, which currently include:

Specific tasks include:

REQUIRED QUALIFICATIONS

Education:

Experience:

A minimum of 9 months of prior working experience, including with international organisations, NGOs, government agencies, educational or academic institutions, and/or multinational companies,

Language skills:

Fluent English (both spoken written); good knowledge of other UN official languages desirable.
