Position 1 Title: Full Stack developer

Background : The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia
(RIMES) is an international and intergovernmental institution, owned and managed
by its Member States, for the generation and application of early warning
information. RIMES evolved from the efforts of countries in Africa and Asia, in the
aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning
system within a multi-hazard framework for the generation and communication of
early warning information, and capacity building for preparedness and response to
trans-boundary hazards. RIMES was established on 30 April 2009, and was
registered with the United Nations on 1 July 2009. RIMES operates from its
regional early warning center located at the campus of the Asian Institute of
Technology in Pathumthani, Thailand.

Position Description:

The Full Stack developer, reporting to the System Development and DSS Lead, is
responsible for designing and developing a cutting-edge, AI-driven decision support
system for risk management under development at RIMES.

Minimum Qualifications:
Knowledge: A Bachelor’s Degree in Computer Engineering, Computer Science, Management
Information Systems, or a related field.

Experience:
A minimum of 3 to 5 years of experience in software development, with a proven track
record of technical development.
For iOS, Mobile iOS development (Swift, Objective C), Experience with Xcode.
For Android, Experience with Mobile Android Development (Java, Kotlin) Experience with
Android Studio
For web responsive, Experience with Angular and React JS with strong knowledge of any

Position 2 Title: Finance Management Officer (Re-Advised)

Position Description: Reporting to the Head- Operation Support Department, the Finance
Management Officer is responsible for assisting in strengthening the
financial management capacity of RIMES in the implementation of the
CARE Project through the provision of financial management expertise,
advice, and support. The FMO also assist in ensuring that RIMES's financial
management system and financial statements are in accordance with
international accounting standards and the World Bank's
regulations; coordinating and assisting the Finance Management Specialist
(FMS) to ensure that all financial management functions are carried out in
accordance with international accounting standards and World Bank
regulations.

Major Duties and Responsibilities:
The FMO will support the FMS and Finance Department, RIMES in the sustainable progress of
RIMES's finance and accounting management system, making it more effective at providing timely
and accurate information for decision making, accountability, project management, and auditing, and
ensuring consistency and compliance with RIMES's fiduciary requirements.
• Assist in the preparation of the budget in accordance with the CARE Project's annual work
plan.
• Assist with the formulation of the annual cash plan for the CARE Project, based on the
annual work plan.
• Assist with finalizing and uploading the annual budget to the MIS system and assist the
FMS in preparing monthly monitoring reports that compare actual expenditures to the
budget.
• Assist in the preparation of annual and quarterly disbursement forecasts for all CARE
Project components in accordance with the project's procurement strategy and work
plan/cash plan.
• Assist in preparing quarterly cash forecasts in coordination with the CARE Project team and
submit to the donor for advance and replenishment of advance.
• Assist in preparing and processing Statement of Expenditure (SoE) in accordance with the
World Bank's Disbursement Guidelines.
• Assist in assuring compliance with RIMES's system of control and CARE Project specific
standards (such as the Operations Manual, Standard Operating Procedures, and the World
Bank's fiduciary norms, etc.) while processing payments.

Assist in handling the financial aspects of active contracts, including payment terms,
purchase orders.
• Assist in preparing quarterly financial summaries for assessment and approval by the Project
Director and the World Bank.

Reporting
The Finance Management Officer will report to Head- Operation Support Department and working
closely with the Finance Management Specialist.

Position 3 Title : Finance and Account Officer

Position Description:

Reporting to the Head- Operation Support Department, the Finance & Accounting
Officer is responsible for preparing financial reports and maintaining records of
assets, liabilities, revenue and expenditure, payments and other financial activities.
S/He conducts regular checks of the internal controls, leads the preparation of the
monthly accounts closure of the operation, and ensures that disbursements are in
accordance with the budget and the RIMES Financial Rules.

Major Duties and Responsibilities:
Finance and Accounting
General accounting tasks, including reconciling and maintaining balance sheet accounts and
general ledger operations, preparing journal entries, preparing monthly closing and financial
reports, preparing account/bank reconciliations
Perform finance analysis, reporting and management tasks
Oversee the validation of transactions and verification of their overall impact on the general
accounts
Contributes to updating financial and accounting policies and related tools, systems,
technologies, and related procedures.
Lay down and validate the accounting systems and tools
Review financial paperwork and procedures, provide recommendations, and make necessary
changes
Ensure all expenses are within assigned project budget and verify the completeness of all
required supporting documentation for all payments vouchers
Prepare payments, bank transfers, and do the bank transactions

Ensure account receivables and payables activities are performed accurately and timely
Settle amounts due, or recover outstanding receivables
Identify and resolve invoicing issues, accounting discrepancies and other financial related
issues
Prepare and coordinate financial audit
Ensure timely and effective follow up to audit observations and recommendations
Ensures that accurate and complete accounting, reporting and internal control systems are
functioning and that all relevant records are maintained.
Update the Head- Operation Support Department on financial status of the organization

Grant Management
Assist the Programme Officer in reviewing budget proposals of grantees and sub-contractors

Administrative
Ensure proper and complete documentation and filing for easy retrieval of all accounting
related documents

Identify and provide feedback and suggestions to management related to improvements to
the RIMES’s policies, procedures, processes and financial systems and related programs
 Perform other duties as assigned by the Head- Operation Support Department.

Position 4 Title: Project Officer (Technical)

Position Description:

The Project Officer, reporting to the Project Director, is responsible for overall
coordination of the project and track and monitor the progress of project components
and activities.

of Disaster Management, Hydrology, or related field.

extensive interaction/coordination with senior government officials.

Position 5 Title: Human Resource and Administrative Assistant -Thai National

Position Description:

Human Resource and Administrative Assistant reporting to the Head-Operation
Support Department implements human resource, and administration policies,
procedures, and programs, ensuring adherence to RIMES staff and administration
rules and regulations, in support of the operation of the RIMES regional facility,
implementation of programs and projects, and of RIMES institutional processes.

Human Resource

Supports human resources department by screening, testing, and interviewing
applicants.
Provides orientation for new staff by providing information packets, reviewing
company policies, explaining benefit programs, and obtaining signatures for
documents.
Maintains human resources records for staff by recording the hiring, transfer,
termination, change in job classifications, and merit increase dates as well as
tracking vacation, sick, and personal time.
Administers staff benefit program including medical and life insurance, social
security, and staff insure saving fund program, by advising staff of eligibility,
providing application information, helping with form completion, verifying
submission, and notifying staff of approvals.
Documents and tracks human resources actions by completing forms, reports,
logs, and records.
Sets up and schedules complicated meetings for interviewees, hiring managers,
employees, and department heads.

Administration

Liaise with government offices for acquisition of expatriate staff visas and work
permits. Handling with document and keep track of information of visa and
work permit of staff.
Facilitate acquisitions/ procurement and payments
Ensure filing is up to date for the Operation Support Department on various
subjects, including lists of suppliers, contractors, consultants, etc.
Assist the Finance unit in preparing requests for payment forms and summary
table of daily/weekly payments, and regular follow up with the donor on
payments status, etc.
Oversees office equipment and supplies, ensuring that all office equipment and
supplies, such as stationery, are present and in acceptable condition.
Maintain inventory of office facility equipment, instruments, furniture, etc.

Coordinate work with the clerk for daily administrative work; collect and

of the RIMES housing unit in AIT, keep track of the server room A/C cleaning
and ensure that A/C is maintained according to the schedule, and manage the

Procurement, purchasing and contract management

Assess procurement requirements, prepare procurement plans, draft
specifications and initiate procurement process
Assist to prepare procurement / tender documents for PR RFQs, RFPs, P.O. etc
for procurement.
Evaluate tenders and quotation documents as and when required.
Check quality of deliverables and ensure that procured items are delivered
properly as per specification as well as contract agreement and deal with
performance evaluation of vendors
Assist to ensure timely procurement of goods/logistical requirement and

Position 6 Title: Project Administrative Assistant (Thai National)

Position Description: The Administrative Assistant will be responsible for providing administrative
assistance in general project implementation and management and day-to-day
liaison with counterparts and serve as focal point for communicating admin-
related information to/from team members. He/She will provide comprehensive
secretarial and administrative support to RIMES program, including drafting
correspondence, taking of minutes, monitoring project budget and financial,
arranging for the processing of government clearances, making travel
arrangements and related tasks. The Administrative Assistant carries out his/her
functions under the direct supervision of the Head of the Department/Project
Director.

Position Description:

The system analyst, reporting to the head, supports all computing systems of the
Center and is responsible for addressing all user issues. Also, shall take care of the
observation stations and their smooth functioning.

Knowledge: At least a Bachelor’s degree in Instrumentation, electrical, information and
communications technology, computer science, computer networks or related field;
working knowledge of programming, database packages, and web-based

understanding of networks and topology (e.g., CCNP, CCNA)

Major Duties and Responsibilities:
Operation and maintenance
Maintain system efficiency. Perform daily system monitoring, verifying system
integrity, reviewing system and application logs, and verifying the completion of
scheduled jobs, such as backups. Ensure optimum performance of the Local Area
Network (LAN), including Internet connectivity, and support users

Maintain network and system security. Perform regular security monitoring to
identify any possible intrusions.
Install and maintain network firewalls, DHCP servers, web servers, and other
servers.
Create and maintain a Virtual Private Network service and ensure servers are safe
from external attacks.
Repair and recover from hardware or software failures and maintain smooth
operations
Undertake performance tuning, hardware upgrades, and resource optimization as
may be required. Perform periodic performance reporting.
Monitor server and other equipment inventory and provide recommendations for
required upgrades or replacements
