JOB PURPOSE
The mission of the United Nations World Food Programme (WFP) is to help households, communities, and national systems to achieve Zero hunger. Everyday WFP’s 17 Country Offices in the Asia and Pacific Region engage with communities, partners and governments to ensure that the most vulnerable can access the nutritious food they deserve while working to achieve sustainable national programmes to achieve food and nutrition security. WFP’s Regional Bureau for the Asia and the Pacific which is based in Bangkok provides strategic guidance, policy/technical support and direction to WFP operations and activities.
WFP Technology Division (TEC, formerly known as the IT Division) is the digital business engine of the World Food Programme, providing the business with multi-pronged and resilient technical capabilities able to respond with the agility required in humanitarian operations. Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming the core elements of an end-to-end digital business process.
Under direct supervision of the Regional Business Transformation Officer and overall lead of the Regional IT Advisor, the incumbent will be responsible to support the successful release and coordination of new functionalities of SCOPE and Digital Tools or processes for country offices (COs) in their region. This will be in close coordination with the BTO (Operations) and relevant HQ colleagues and includes supporting COs to understand, integrate and apply new DAS/SCOPE functionality.
The World Food Programme has developed and is continuing to enhance and maintain a set of digital solutions to help in managing:
• the identities and entitlements of its beneficiaries
• the operational parameters of the programmes that transfer benefits to them, and
• the assurances and insights to ensure related risks are properly managed.
• The requirements analysis and platform enhancement requests are properly managed.
This includes SCOPE but not limited to, WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle from a technical perspective. The SCOPE platform is a web-based application used for beneficiary registration, intervention setup, distribution planning, transfer, and distribution reporting. While there is a current focus and scale-up/enhancement related to cash-based transfers, SCOPE is intended and being developed to fully support all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities. As an extension and over the next couple of years, WFP also plans to develop a broad array of Digital Assistance Services (DAS) beyond those related to the current SCOPE capabilities.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to capturing, analysis and documentation (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) of business requirements for IT solutions and services following WFP policies, standards and strategies.
2. Work with more senior team members to communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans.
3. Contribute to the baselining and tracking of business requirements through to implementation for efficient management of change.
4. Test and analyse IT solutions and document the match against business requirements for quality and accuracy.
5. Maintain contacts with business counterparts to bring their requests into IT and keep them informed of actions.
6. Maintain up to date the service catalogue of IT solutions offered to the business, including current, retired and those in the pipeline to support effective knowledge management.
7. Review how IT service levels align with SLAs for solutions or services focused on the business and alert service managers of discrepancies. Assist to survey business satisfaction with IT solutions and services.
8. Support project managers in managing estimates, business cases, planning, risk identification, issue management for the effective delivery of IT solutions.
9. Adhere to processes and procedures for the Business Relationship Management, Business Analysis, and IT Project Management functions to ensure compliance and consistency.
10. Lead the implementation of new Digital Assistance Services tools such as SCOPE functionalities and processes in the region, ensuring involvement of relevant stakeholders at CO, RB and HQ.
11. Provide direct project management support to COs in the region during the implementation and roll-out of DAS tools and its new functionalities and processes.
12. Support learning and development efforts (e.g. on-site training, remote guidance) related to new functionalities and processes.
13. Deploy as needed to COs to support on-ground testing, roll-out and uptake of new DAS tools functionalities and processes, as well as for related project management surge capacity.
14. Based on field implementation, distil use cases for new requirements or change requests for DAS tools, and support the BTOs in presenting the concepts in a concise manner to relevant technical teams.
15. Where relevant, support the CO in extending their support to partners in the implementation and use of new functionalities and processes.
16. Ensure that guidance or recommendations are provided to COs on potential organizational and capacity changes that may arise from the application of new functionalities and processes.
STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE
Education: Minimum Bachelor’s degree in Computer Science, Engineering or other relevant field.
Experience: Minimum of 2 years of relevant professional experience in information management, information systems, web management, data management, GIS mapping, data visualization or project management.
knowledge & Skills:
Progressive working experience as business partner in the international / multi-cultural work environment.
Experience in user support activities resulting in timely, high-quality delivery of services to user community.
Experience in data modelling and information flows to document key decisions and results.
Language: Fluency (level C) in English language and Thai (native) language.
