JOB PURPOSE

In Asia and the Pacific, WFP works with Governments in 15 countries to support the implementation, scale up, and quality enhancement of nutrition-sensitive school feeding programmes (SF). WFP plays a dual role of supporting direct implementation of programmes and as well as providing technical assistance and country capacity strengthening.

This approach is consistent with the growing emphasis on strengthening government capacity and national ownership found in WFP’s School Feeding Strategy (2020-2030), which aims at increasing the sustainability and institutionalization of capacity strengthening and sets ambitious targets for transition towards nationally owned school feeding programmes by 2030. The Regional SF Implementation Plan 2021-2025 (RBIP) operationalizes the strategy in Asia and the Pacific and identifies longer terms capacity strengthening activities in support of transition towards nationally owned school feeding programmes, as one of the key regional priorities for the next five years.

This position aligns to Work Stream 1 of the School Feeding Strategy – Sharing knowledge and best practice globally. Under this workstream, WFP will aim to increase the knowledge and commitment for school feeding within comprehensive school-based health and nutrition programmes that meet national needs and improve the adoption of best practices for quality nutrition-sensitive school feeding.

To achieve this objective, the incumbent will generate evidence on the lives of beneficiaries of school-based programmes to inform policy, strategy and programme design and implementation, with the specific objective to:
1) Analyse and help fill the evidence gap to inform institutional, policy, and programme enhancements that support government system strengthening and transition to nationally owned school feeding as a component of school-based health and nutrition programmes
2) Develop comprehensive monitoring systems and systematically generate, utilize, document and share programme learning to strengthen WFP’s capacity and to advocate for school feeding programmes that meet national priorities
3) Share results and contribute to communities of practice to encourage the adoption of best practice for different country contexts

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Regional School Feeding Advisor and in close collaboration with Regional Bureau (RB) programme teams, this position will support country offices (CO), the regional bureau and WFP Headquarters (HQ) to develop, update and enhance evidence and advocacy products for improving the quality of school feeding programmes in the region, continue identifying gaps in school feeding knowledge, and identify opportunities for generating new evidence to support programme learning.

Specifically, the incumbent will work in the following four areas:

A. RBIP Knowledge management for School Feeding Programme
1) Define the school feeding knowledge management strategy; maintain high quality, up-to-date, and searchable content for RB and CO teams; and track the usage and define efficiency of the knowledge base content.
2) Structure, populate and maintain the RBB knowledge portal in collaboration with the OIM team
3) Encourage a culture of knowledge-sharing and collaborative workflow and ensure that RB and CO school feeding focal points are sure of knowledge management processes
4) Contribute school feeding knowledge products for RB and COs, such as the elaboration of synthesis reports, infographics and lessons learned documents, to communicate results achieved and inform programmatic decision-making
5) Contribute to the development of online dashboards to support school feeding activities, with a focus on outcomes of Country Strategic Plan activities for school-based programmes and long-term results contributing to WFP’s Saving and Changing Lives agenda.

B. Publication and Communication
1) Collaborate with other school feeding team members and units to create, edit and revise various forms of publications, including but not limited to technical documentation, speeches, factsheets, talking points, reports and web articles and social media texts in a consistent and coherent manner across all communication platforms
2) Design and provide technical support to presentations, webinars, and training material
3) Provide technical assistance to COs in producing analytical products (project proposals, donor reports, policy briefs, infographics) in a format adapted to the target audience
4) Contribute to communication products, such as media pitches, talking points, briefings, through research and information analysis, and assist in their timely preparation and distribution
5) Build capacity of WFP staff on all aspects of communication, provide advice and guidance within the area and level of expertise, in order to ensure that all activities meet desired standards of consistency, quality and impact.

C. Research, monitoring and evaluation
1) Support research relevant to school feeding, gather data from academic and UN publications, compile evidence as required by the COs, RBB and HQ.
2) Support the School Feeding and Monitoring and Evaluation teams, identify, gather, and analyze relevant data to produce high-quality, evidence-based reports and other analytical products.
3) Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
4) Support COs in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
5) Analyze school feeding related information in WFP’s corporate information systems and assessments to ensure data quality and availability for research and evaluation

D. Digital solution and innovation for School Feeding Programme
1) In collaboration with the SBP HQ unit and RBB IT unit, provide technical support to COs in the region in their efforts to roll out digital solution and innovation
2) Support communication-related efforts around digital technology to solve challenges in the implementation of school feeding system programmes by optimizing processes, improving user experiences, and delivering new business models.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree in Communication, Journalism, Social Sciences, or other field relevant to international development assistance, or Master’s degree with at least one year of related work experience.

Work Experience: A minimum of three years of relevant professional work experience in knowledge management, communication, and/or reporting, monitoring and evaluation activities.

Knowledge& Skills:

Essential

Demonstrates ability to communicate effectively key evidence from monitoring, reviews and evaluations to a range of stakeholders.

Proficiency in Windows MS Office (Microsoft Word, Excel, PowerPoint, Outlook) and publication related programmes (InDesign, Microsoft Publisher)

Desirable

Previous experience providing support to Country Offices in specific school feeding activities at the regional level;
Willingness to explore and experiment with new ideas and approaches in own work

Language: Fluency in both oral and written communication in English.
