The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received/has applied for financing from the World Bank toward the cost of the Climate Adaptation and Resilience for South Asia (CARE) Project and intends to apply part of the proceeds for consulting services. The consulting services (the Services) include an individual consultant – Full Stack Developer –RDAS – Regional who is to support the CARE Component 1 in completing the RDAS. The Regional Integrated Multi-Hazard Early Warning System (RIMES) now invites eligible individual consultants (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide a CV demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Knowledge: At least a bachelor’s degree in computer engineering, Computer Science, Management Information Systems, or other related fields

Experience

  • Minimum experience of 5 years in software development, with a proven track record in full system development
  • Minimum of 3 years of experience in developing data analytics and geospatial data applications
  • Demonstrable experience in working with multidimensional scientific datasets including NetCDF and HDF5, preferably in Python
  • Demonstrated experience in using Angular, Microservices, and React JS, with strong knowledge of Javascript, HTML, AJAX, and/or CSS, and authentication and authorization mechanisms such as OAuth, JWT, and/or OpenID Connect
  • Demonstrated experience in using cloud computing platforms such as AWS, Azure, or Google Cloud Platform
  • Demonstrated experience in containerization technologies such as Docker or Kubernetes
  • Demonstrated experience in using DevOps practices and tools (e.g. Git, Jenkins, and/or Ansible)
  • Experience in designing/developing RESTful APIs using tools such as Swagger, Postman, and/or Insomnia
  • Knowledge of security best practices for APIs, including encryption, tokenization, and rate limiting

Skills and abilities

  • Backend: Competence in using Python (Django), Node (Express), or PHP (Laravel)
  • Frontend: Competence in using Angular/any other framework based on JS
  • Database: Competence in using MySQL/PostgreSQL/MongoDB
  • OS: Competence in using Linux
  • Strong skill in integrating into systems visualization/mapping/AI and ML libraries, ETL applications and GIS databases, and cloud deployment requirements, including but not limited to:
    1. AI/ML Libraries: NumPy, SciPy, and TensorFlow for scientific data analytics and visualization, and for deep learning implementation
    2. Open-source Databases: MySQL and PostgreSQL, and Web mapping libraries such as Leaflet, OpenLayers, or Mapbox-GL with data source format support (utfgrid, WFS, WMS, GPX, KML, geoJSON, XYZ, vector tiles, etc.)
    3. Cloud and server deployment: server configuration, server licensing, processing, memory locks, and optimum bandwidth requirements
  • Strong written and verbal command of English

A Consultant will be selected in accordance with the individual consultant method set out in the Procurement Regulations and to be specifically set out in the Request for Expressions of Interest (REoI).

Position Description: The Senior Oceanographer is responsible for supporting the development and application of ocean/coastal models within the region and is part of an OIS/ earthquake and tsunami investigation team at RIMES’ regional facility for tsunami warning.

Major Duties and Responsibilities:

System development:

  • Develop/Enhance/Customize front-end applications, databases, and required modules/ functionalities to support the earthquake monitoring and tsunami warning operations, ocean/coastal applications, including, but not limited to, ocean state forecast, tsunami, storm surge, oil spill, coral bleaching, sea level rise, potential fishing zones, sea rescue, etc.
  • Develop and/or integrate existing plugins, APIs, Microservices, Angular-based components
  • Handle and utilize different data formats including XLS, CSV, XML, NetCDF, HDF5, etc. in tool development
  • Visualize data using web GIS-based technologies
  • Implement security and data protection measures
  • Ensure optimum system performance, upgrade or enhance existing features/ functionalities, troubleshoot and debug programming issues
  • Develop and maintain technical documentation and user manuals

Operational support to 24/7 earthquake and tsunami services:

  • Ensure shift operations are carried out in compliance with RIMES SOP/RTWP standards
  • Ensure proper handover of information, duties, and responsibilities between shift owners and communication of problems/issues encountered during operations
  • Operate the RIMES seismic and sea level monitoring systems for the determination of the location, magnitude, and tsunami potential of any earthquake occurring in the Indian Ocean and Southeast Asian regions and decision support system for dissemination of earthquake alerts and tsunami advisories
  • Prepare and issue tsunami advisories to national warning centers of member countries during a tsunami emergency
  • Ensure that tsunami advisories are properly relayed and coordinated with other RTWPs to avoid confusion and to complement watches issued by these providers
  • Prepare a situation report for earthquake events with magnitude 6.5 and above
  • Recommend and implement improvements in earthquake monitoring and tsunami warning capabilities

Reporting: Team Leader – Earthquake, Tsunami, and Ocean Systems Department

Contract Duration: The contract will initially be for one year and will be extended upon satisfactory completion of 120 days probationary term and each annual performance review.

Position Title 3: Information, Communication and Knowledge Management Specialist

Open Period: 2 October 2023 – 1 November 2023

Position Description: The Information, Communication and Knowledge Management (ICKM) Specialist, reporting to the Head of Risk Knowledge Applications Department, will lead the implementation and further development of RIMES’ ICKM strategy to: increase RIMES staff access to information; communicate RIMES work to external audiences; capture, package and disseminate knowledge from project implementation; and foster staff learning, exchange of insights, collaboration and innovation. He/she will support RIMES goals by ensuring seamless information flow, effective communication strategies, and optimal knowledge utilization across RIMES’ departments and stakeholders.

Contract Type: Full-Time Contract

Minimum Qualifications:

Information Management:

  • Develop and implement information management policies, procedures, and guidelines
  • Establish systems for efficient information capture, storage, retrieval, and archival
  • Regularly assess information needs, and recommend improvements to information management systems

Communication:

  • Develop and implement a comprehensive communication strategy for RIMES’ stakeholders
  • Collaborate with relevant departments, teams and units to create engaging and informative content (e.g., brochures, posters, videos, newsletters, fact sheets, press releases, annual reports), facilitate production and dissemination through various communication channels (i.e., website, social media, email, etc.)
  • Monitor communication channels for feedback and insights, and adjust strategies accordingly
  • Plan and organize events, webinars, and workshops
  • Implement and further develop RIMES’ graphic identity system
  • Assist in improving, and maintaining RIMES website and social media accounts

Knowledge Management:

  • Design and implement a knowledge management framework to capture, organize, and share organizational knowledge
  • Work with technical experts to identify and document experiences, best practices, lessons learned, and case studies then package these for dissemination
  • Facilitate knowledge sharing and learning sessions to improve awareness, foster learning, enhance collaboration and innovation as well as exchange of insights among RIMES staff
  • Introduce intranet portals, databases, collaboration tools and other program to promote knowledge sharing

Others:

  • Collaborate with departments to identify information and knowledge gaps, and provide solutions
  • Work closely with the Systems Research and Development Department to ensure the functionality and security of information management systems
  • Engage with external partners and stakeholders to exchange knowledge and best practices
  • Any other relevant work assigned by the Head of Risk Knowledge Applications Department
