The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder by selecting a suitable contractor to carry out tasks that contribute to the execution of UNAIDS’ strategy on stigma and discrimination in Asia and the Pacific. The Regional Stigma and Discrimination Consultant will support the implementation of Stigma and Discrimination (S&D) related programming in following countries in Asia and the Pacific: Bangladesh, Cambodia, India, Indonesia, Lao PDR, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Thailand, and Vietnam. This support will be provided through the technical support of stakeholders at the national and local level as well as through the coordination of the regional Community of Practice on S&D. As such, the Consultant will support the implementation of the Global Partnership for Action to Eliminate All Forms of HIV-related Stigma and Discrimination.

Under the supervision of the Human Rights and Law Adviser, the S&D Consultant will support countries in Asia and the Pacific (namely Bangladesh, Cambodia, India, Indonesia, Laos, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Thailand and Vietnam) on their national S&D reduction programming.
The S&D Consultant will support UNAIDS Country Offices, Ministries of Health and other national stakeholders to program effective S&D interventions in healthcare, education, workplace, justice, household, and emergencies and humanitarian settings.

The S&D Consultant will also stimulate intraregional learning through the coordination of the regional Community of Practice on stigma and discrimination.
The specific responsibilities of the S&D Consultant are as follows:
1. To provide technical support, incl. training, to stakeholders on HIV-related S&D reduction programming at national and local level;
2. To coordinate the regional work around S&D, including the coordination of a regional Community of Practice on stigma and discrimination;
3. To keep abreast of the latest science on HIV-related S&D and S&D reduction programming.

Education:
Post-graduate university degree or equivalent in public health, law, sociology, health education, project management or any other related field.

Knowledge and Experience:
• Minimum 3 years of substantive professional experience in the field of HIV and human rights.
• Proven track record in providing technical support, including training, to different stakeholders in the area of HIVrelated stigma and discrimination.
• Sound knowledge of human rights standards and principles, gender, and cultural dimensions of HIV.
• Good understanding of the UN system, especially the mission of UNAIDS and dedication to the principles of the United Nations.
• Strong verbal and written communications skills in English.
• Good organizational skills.

Languages:

Fluency in English is required.

Other Desirable Skills:
• Work experience in one or more of the following countries: Bangladesh, Cambodia, India, Indonesia, Lao PDR, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Thailand, and Vietnam.
• Work experience with online community engagement platforms (e.g. SparkBlue).
• Demonstrated expertise in project planning and management.
• Initiative, strong conceptual abilities, sound judgment.
