Available position 1 :  Regional Consultant for Young Key Populations

Objective of the RFP
The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and
select a suitable contractor to carry out task to contribute to the execution of the UNAIDS strategy on young key
populations in the region. The Regional Consultant for Young Key Populations in Asia and the Pacific provides support
to the TSM in the execution of the UNAIDS youth strategy in the region. The Regional Consultant spearheads dynamic
new ways of working in UNAIDS and creates space for and reinforces a new generation of young key population leaders
in the AIDS response.

UNAIDS is an organization that is dependent on the budgetary and extra-budgetary contributions it receives for the
implementation of its activities. Bidders are therefore requested to propose the best and most cost-effective solution
to meet UNAIDS requirements, while ensuring a high level of service.

Characteristics of the bidder
 Status
● The provider shall be an individual operating in the field of public institutions, or NGOs operating in the
field of social justice movements, civil society, a nongovernmental organizations, government and/or
international organizations with a focus on young key populations., with proven expertise in health and
HIV. We strongly encourage young key populations to apply for this position.

Accreditations

● No specific requirement.

Previous experience
Education:
Master’s degree or equivalent in development, international relations, public health, communications, or other related
field.

Knowledge and Experience:
• 5 years of professional experience in youth empowerment and community development.
• Proven experience in HIV programming with focus on young key populations.
• Knowledge and experience of working with Civil Society Organisations.
• Understanding of Human Rights, gender, and cultural dimensions of HIV is essential.
• Sound knowledge of adolescent and youth sexual and reproductive health and development.
• Experience in culturally sensitive programming including for demand generation is essential.
• Proven ability to produce demonstrable results.
• Demonstrated expertise in project planning and management.
• Strong verbal and written communications skills in English.
• Established experience in the development of quality technical documents.
• Field experience is strongly desirable.
Languages: Fluency in English is required.
Duration of the consultancy: 1 October 2023 to 30 September 2024 (one year)

Other Desirable Skills:

Initiative, strong conceptual abilities, sound judgment, strong interest in development work, especially the mission of
UNAIDS and dedication to the principles of the United Nations.

Available position 2  : Technical  adviser to  UNAIDS-DFAT program

Status
• The consultant shall be an individual with advanced degree in medicine, public health, international health,
health economics, health policy, political science or any other relevant field.

Previous experience
• At least 15 years of working experience in HIV/AIDS field.
• Significant experience in supporting countries with HIV planning and development.
• Significant experience of evaluating HIV and health strategies.
• Demonstrated strong teamwork, team management and facilitation skills.
• Experience of working with a senior level with government officials.
• Proven knowledge and expertise in HIV combination prevention interventions, HIV testing, treatment and care
interventions and services targeting different population groups.
• Understanding of human rights and gender related interventions and the role of community engagement and
community led response.
• Experience working with CSOs, NGOs, and key and vulnerable populations, people living or affected by the
disease(s) and supporting the inclusion of the views of key and vulnerable populations and people living or affected
by the disease(s) in the development, implementation, M&E of national HIV Strategic Plans and programs.
• Experience in collaborating with donors, international health partners, and Government and civil society
representatives.
• Strong project management skills
• Excellent analytical skills
• Ability to meet tight deadlines, coordinate team inputs and work under time pressure
• Substantial previous experience and knowledge of Papua New Guinea, an advantage

Languages
Excellent oral and written communication skills in English
