UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In 2015, on 25 September, the United Nations General Assembly adopted unanimously the Resolution 70/1 Transforming our World: the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs). Gender equality and women’s empowerment is at the heart of the agenda, as numerous goals and targets address structural barriers to achieve equal rights and opportunities between women and men, girls and boys.

One of the key areas of concern is the economic empowerment of women. It is expressed in targets and indicators of SDG 5 (Achieve gender equality and empower all women and girls) and SDG 8 (Promote inclusive and sustainable development, decent work and employment for all). Progress toward it depends not only on the adoption of a set of public policies by governments, but also on the existence of an enabling environment and active engagement of the corporate sector. This is also relevant to the achievement of SDG 1 (Poverty Reduction), SDG 10 (Reduced inequalities) and SDG 17 (Revitalize the global partnership for sustainable development).

About 90 per cent of jobs in the world are in the private sector. This represents a huge potential to implement transformative actions in the world of work and social responsibility in favour of women, benefiting the whole society. There is an increasing consciousness, interest and commitment of private and public sector companies on the value and benefits of gender equality and the economic empowerment of women and its role to achieve it.

UN Women – in partnership with the European Commission is proposing the regional programme “Promoting Economic Empowerment of Women at Work in Asia – WeEmpower Asia” to contribute to the economic empowerment of women, recognizing them as beneficiaries and partners of growth and development, by increasing commitment of private companies to gender equality and women´s empowerment and strengthening companies’ capacities to implement these commitments. The programme will ultimately contribute to the achievement of gender equality through enabling women’s labour force participation, entrepreneurship, economic empowerment and thus their full and equal participation in society.

The guiding platform will be the Women’s Empowerment Principles. The WEPs are a set of Principles for business offering guidance on how to empower women in the workplace, marketplace and community. Coordinated by UN Women and the UN Global Compact, the Principles emphasize the business case for corporate action to promote gender equality and women’s empowerment and are informed by real-life business practices and inputs gathered from across the globe.

Targeting women led enterprises and networks, multi-national companies, and relevant stakeholders in selected Asia countries, the project will promote business opportunities for women entrepreneurs and women-owned enterprises in Asia and their business relations with Europe, while supporting inter-regional dialogue and exchange of good practices to increase the capacity of the private sector more broadly in the implementation of gender-sensitive business culture and practices. The programme will cover seven countries: India, Indonesia, China, Philippines, Malaysia, Thailand, and Viet Nam. It will also have a regional component under the responsibility of UN Women Region Office for Asia and the Pacific (ROAP).

Reporting to Regional Programme Manager – Regional Women’s Economic Empowerment and Private Sector Engagement Programme in Asia, the Programme Finance and Administrative Associate works with and provides support to the members of the Programme Team in country offices and ROAP in the development and implementation of effective programmes consistent with UN Women rules and regulations.  S/he contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Finance and Administrative Associate works in close collaboration with the operations, programme and projects’ staff in the RO and UN Women HQs as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities
1. Provide effective support to programme unit on Budget and Finance Management

  • Monitors the budget utilization and implementation in lieu with the work plan and the signed agreement;
  • Ensures that expenditure is in accordance with the project document and project work plans and that accounting records and supporting documents are properly kept;
  • Provide advanced administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Creates projects in UNWomen ERP systems, prepares budget revisions, revises project details and status; determine unutilized funds and the operational and financial management of projects from creation to closure;
  • Monitors budget preparation and the budget execution of the Regional Programme and of all implementing countries;
  • Follow up on and/or consolidate performance indicators/success criteria, targets and milestones, preparation of financial reports of all country Offices;
  • Provide technical guidance to the country offices and executing agencies on routine implementation, delivery of projects and reporting of programme supported activities and finances; Analysis of the situation in programme, identification of operational and financial problems, development of solutions;
  • Full compliance with UN/UN Women rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.

2. Provide advanced Administrative support to programme unit

  • Support in meeting organization arrangement and preparation (budget preparation, venue selection and administration for the meetings such as send out and track invitation letters, organize travel of participants, prepare meeting documents and provide pre/post session logistical and administrative support for the meetings);
  • Support in Procurement contracts for goods and services i.e. production of publication, maintain record of procurement documentation for audit purpose (request for RFP/RFQ, assessment, creation of contract and contract amendment, process payment);
  • Support in Recruitment of staff and consultants; maintain record of recruitment documentation for audit purpose (advertising of vacancies, reviewing candidate applications, and all administrative aspects of the recruitment, archiving and maintaining records and liaising with the relevant unit to ensure appointments are achieved as planned);
  • Support travel arrangement of programme unit staff and consultants (pre-post mission preparation, ticket reservation, visa preparation, process allowance and reimbursement);
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in UNWomen ERP systems. Maintain programme unit files and documentation.

Required Skills and Experience

  • Completion of secondary education required.
  • Passing UNWomen Basic Accounting Technical Test is required
  • Bachelor’s degree in Business or Public Administration is an asset.

Work Experience:

  • At least 7 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team.

Language Requirements:

  • Fluency in English and Thai is required
  • Working knowledge in another official UN language is an asset

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
