Treasury Assistant / Senior Treasury Assistant
Background
The position is outposted to Thailand Resident Mission (TRM) and assigned in the Treasury Services Division (TDTS) within the Treasury Department (TD). TD performs a strategic role in efficiently planning, mobilizing, and managing ADB’s finances, with the view of protecting ADB’s solid financial standing to enable ADB to deliver on its developmental goals. TD defines ADB’s asset and liability management policies on liquidity income management, currency management, and loan pricing. It coordinates increases in ADB’s general capital and raises funds in capital markets. TD also manages ADB’s investment portfolio to ensure that ADB’s liquidity requirements are met at all times.
To ensure the timely delivery of ADB’s operational and financial commitments, TDTS performs a wide array of services that aim to strategically plan and manage ADB’s finances, and efficiently mobilize funds required for ADB’s operations.
Job Purpose
Under the guidance of senior staff in the Treasury Regional Hub (TRH), the Senior Treasury Assistant will provide analytical, technical and critical support in (i) cash position management and funding of debt service transactions; (ii) cash accounts reconciliation; and (iii) processing of payment transactions. Incumbent is also expected to act as backup to HQ teams in processing various treasury functions such as bank relationship management and setting up, in relevant Treasury systems, ADB accounts and bank/branch records for consultants/vendors.
The incumbent will report to the designated International Staff and senior National Staff.
Responsibilities
Cash Position Management
- Maintains, reviews and shares with relevant stakeholders the cash positions of various currencies for Ordinary Capital Resources (OCR), Special and Trust Funds on a daily basis.
- Assists in arranging funds for operational requirements and ensures surplus funds are timely invested.
- Monitors accounts for receipts/refunds and ensures timely recording in ADB books
Debt Service Transactions
- Ensures efficient and timely funding of debt service obligations.
Reconciliation of Bank Accounts
- Assists in the daily reconciliation of cash accounts by ensuring that all cash transactions in ADB’s books and correspondent bank accounts are accounted for.
- Investigates any discrepancies and coordinates with relevant internal units and external parties for resolution of outstanding items.
- Prepares daily reconciliation report and shares with relevant stakeholders.
Payments and Disbursements
- Assists in timely and accurate payments related to loans, technical assistance, grants, equity investments and administrative expenses.
- Assists in determining and arranging for purchase of required currencies for disbursements.
Bank Relationship Management and Account Setups
- Manages correspondent banking relationships and assists in review of terms and conditions and services provided by banks
- Sets-up ADB bank accounts in relevant Treasury systems
- Sets-up bank and branch records in relevant Treasury systems for consultants/vendors based on requests from various business units
Qualification
Relevant Experience & Requirements
- Bachelor’s degree in accounting, finance, business administration or other related disciplines.
- At least 5 years of relevant professional experience in Treasury operations
- Knowledge of treasury operations (cash management, reconciliation, payment processing, correspondent banking), investment and funding operations
- Knowledge of accounting operations (accounting of cash transactions and reconciliation of accounts)
- Proficient with Treasury related applications, such as SWIFT, reconciliation tools
- Understanding of the interactions between Treasury and other work areas
- Excellent written and verbal communication skills in English
- Strong numeracy skills and keen attention to details
- Strong interpersonal skills
- Ability to work independently and set own work priorities; resourceful and innovative.

General Considerations
The selected candidate is appointed for an initial term of 3 years.
