DRM Specialist at RIMES

Position Description: The DRM Specialist consulting service is to support TNSMART.
Contract Type: Full-Time Contract
Duty station: TNSDMA office at Chennai, Tamil Nadu, India

Skills and Qualifications:

1) Knowledge
Master’s in Disaster Management, Emergency Management, Environmental Science, Civil Engineering, Geography, Urban Planning, Public Health, Disaster Risk Reduction (DRR), Climate Change Adaptation, Public Policy, or Development Studies.

2) Experience
Minimum of 3-5 years of experience in disaster risk management, emergency response, humanitarian aid, or related fields.
Practical experience in disaster-prone areas or regions, involving direct engagement in risk assessment, mitigation, response, and recovery activities.
Experience working with government agencies, international organisations, NGOs, or in community-based projects.

3) Skills and abilities

Professional certifications in disaster management, such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or specific courses from recognized institutions like FEMA, Red Cross, or UNISDR. Certifications in project management (e.g., PMP) can also be beneficial.

4) Personal qualities

Contract Duration
The contract will be for 1 year, subject to a 6-month probationary period, and annual performance review

Major Duties and Responsibilities:
DRM Specialist will report to Head – Hydromet, with supervision of the [Project coordinator], and in coordination with others in the Team, and shall have the following specific tasks:

  • Preparation of Dynamic Composite Risk Atlas for the State in coordination with the Hazard Risk Analysts and other ExpertsPreparation of Dynamic Hazard Risks and Vulnerability Analysis for the State
  • Preparation of Dynamic State Disaster Management Plan, Departmental Disaster Management Plan and District Disaster Management Plan, Departmental Action Plan for the Districts in coordination with the officials of TNDRRA, Experts of Multi Hazard Monitoring and Early Warning Centre, Departments, and DDMAs
  • Follow up actions on the Tamil Nadu State Disaster Management Policy and its updating.
  • Standard Operating Procedures for the SEOC, DEOCs, and DDMAs
  • Scenario based Emergency Response Plans in coordination with the Hazard Risk Analysts and other Experts.
  • Developing customised Impact based Forecasting for various stakeholders and area of impact in Coordination with the Meteorologist and Communication Expert
  • Dynamic Updation of State Database for Emergency Management in coordination with the GIS Experts
  • Dynamic updating of Disaster Database
  • Leverage the Emergency Response Support System for communication with Response Teams
