UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to support the development and implementation of climate change action plan, programming guidance and projects.

The consultant provides technical support to the regional environment and climate change advisor and relevant regional and country office teams throughout the regional and country programming process, from development of regional knowledge products and delivery of regional climate change advisory services to country offices to documenting, reporting and monitoring the progress of UNICEF contribution to child-centered climate actions across the region.

UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to support the development and implementation of climate change action plan, programming guidance and projects.

The consultant provides technical support to the regional environment and climate change advisor and relevant regional and country office teams throughout the regional and country programming process, from development of regional knowledge products and delivery of regional climate change advisory services to country offices to documenting, reporting and monitoring the progress of UNICEF contribution to child-centered climate actions across the region.

Work Assignment:

Under the overall supervision and guidance of the UNICEF EAPRO Regional Environment and Climate Change Advisor, the consultant will perform the following tasks:

  1. To provide technical support to the development and roll-out of UNICEF strategic and programming documents including the following:
  • Definition, criteria, indicators and benchmarks for child-centered climate policies and actions
  • Situation analysis of the gaps and opportunities for increasing child-centered climate policies, strategies, plans, programs, projects and activities in the region
  • Baseline assessment and review of gender-sensitive climate-relevant actions of UNICEF across different sectoral areas in the region UNICEF East Asia Pacific Climate Change Action Plan
  • Integrated programming guidance on climate change, environment and health
  1. To assist with the preparation of climate change programs and projects
  • Mapping of key actors and initiatives on climate change that are relevant to UNICEF mandate and comparative advantage at regional and country levels
  • Development of a regional climate change partnership and expert database including the centers of excellence on climate change, roster of consultants and institutions to partner with UNICEF in different sectoral areas Development of multi-country or country-specific climate change projects in key sectoral programming areas of UNICEF in particular Water & Sanitation, Health and Education
  • Supporting resource mobilization efforts for financing child-centered climate change projects from bilateral, multilateral public and private climate finance
  1. To support regional reporting, knowledge management and communication activities on climate change and environmental sustainability including the following:
  • Develop a regional progress and monitoring tracker for the East Asia Pacific region
  • Quarterly progress report of UNICEF contribution to accelerating child-centered climate actions in the region
  • Quarterly trend analysis of child-centered climate policies and actions in the region
  • Monthly information briefs on climate change and UNICEF actions on climate change for internal and external audience
  • Regional knowledge products on climate change, environment and health
  1. To support the regional thought leadership initiative on integrated decision-support tools on children’s health and environment
  • Coordination with international and national partners for the development of an integrated environment and health decision support tool
  • Background papers and progress reports on the regional thought leadership initiative on an integrated environment and health decision support tool

End Product:

The following outputs listed below are expected to be developed with technical guidance and supervision by the Regional Environment and Climate Change Advisor and the final outputs may be revised subject to the evolving situations and needs of the EAPRO sustainable environment and WASH sections.

  • Definition, criteria, indicators and benchmarks for child-centered climate policies and actions
  • Baseline assessment of climate-relevant actions of UNICEF in the region
  • UNICEF East Asia Pacific Climate Change Action Plan
  • UNICEF sector-specific programming guidance on climate change
  • Multi-country or country-specific climate change project documents
  • Regional climate change progress report and monitoring tracker for the East Asia Pacific region
  • Regional partnership and expert database
  • Monthly information briefs on climate change and UNICEF actions on climate change for internal and external audience
  • UNICEF regional knowledge products on climate change, environment and health
  • Background papers and progress reports on the regional thought leadership initiative on an integrated environment and health decision support tool.

Estimated Duration of Contract: 11.5 months, starting 11 March 2019.

Official Travel: The consultant is expected to work at the UNICEF East Asia Pacific Regional Office in Bangkok, Thailand.  While the consultant is expected to be based in Bangkok, Thailand, the consultant may be required to travel in the region to perform the assigned tasks upon discussion and agreement with supervisor.

 

Qualifications or Specialized Knowledge/Experience Required:

  • Advanced university degree (Master’s or higher) in areas related to climate change, sustainable development, environmental science, environmental policy, environmental economics, environmental health, social sciences and public policy.
  • At least 3 years of progressively responsible professional experience related to climate change and sustainable development.
  • Strong technical, analytical, data management, and multi-disciplinary skills related to climate change and sustainable development.
  • Fluency in English; knowledge of a language in the East Asia Pacific region is an asset.

Interested candidates are requested to submit CV or P-11, full contact information of minimum 2 references, availability, writing sample of previous work on similar assignment, and proposed monthly professional fee and all-inclusive travel cost and other incidentals to/from Bangkok in USD by 28 February 2019Please note the air tickets under UNICEF contract shall be re-routable, refundable type (economy class and most direct route). The consultant will be responsible for own travel insurance, visa fee and terminal expenses.
