Title :
RFP-2022-167 Project Manager Consultant
In order to coordinate timely implementation and adequate reporting, the RST AP is recruiting a Grant Management Consultant to assist the RST CDC Focal Point for AP to coordinate the grant management of the CDC–UNAIDS Cooperative Agreement in the Asia and the Pacific region, including monitoring and reporting of results across the objective results, annual reporting, and oversight of contracts. The short-term consultancy will help coordinating and documenting the implementation of the grant, including supporting the reporting processes and tracking of expenditures and implementation.
Duration of the consultancy: 30 January – 30 July 2022 (maximum 20 working days a month)
DUTIES AND RESPONSIBILITIES:
Education:
A Master’s degree in health, social sciences, or another relevant field.
Knowledge/Expertise/Skills required:
• Three to five years of project and/or grant management experience.
• Understanding/working experience in health and HIV/AIDS programming.
• Evidence of good writing skills, at least one example of relevant work (e.g., a funding proposal/concept
note/advocacy brief etc.).
• Excellent analytical skills
• Working experience with UNAIDS or UN is an asset
DUTIES AND RESPONSIBILITIES:
The Consultant will have the following functions:
1. Support the coordination of the overall implementation of the CDC/UNAIDS Programme, including its grant
management, project coordination, monitoring, review and oversight.
2. Manage contracts of sub-contracted organizations and individuals implementing the Programme.
3. Monitor the allocation and disbursement of program funds
4. Monitor the achievement of results and expenditures
5. Support the development and oversight of the M&E Plan.
6. Contribute to program reporting, donor proposals and other documentation
7. Contribute to the preparation of program workplans
8. Contribute to the implementation of the activities under the Programme.
9. Organize and participate in regular meetings with the RST thematic focal point, and the IPO, to discuss progress
and challenges, share experiences and learning and identify course corrections
10. Contribute to donor partnership meetings
11. Support the development of mid-term and final reports to CDC on the implementation of the grant and progress
according to CDC requirements and the agreed monitoring and evaluation plans.
12. Perform other duties required in support of the Programme.
