Organizational Setting

This position is located in the Regional Programming Services Unit (RPS) of the ILO Regional Office for Asia and the Pacific (ILO-ROAP). The Regional Programming Services Unit provides strategic vision, technical expertise and authoritative advice on programme design, implementation, monitoring and reporting for the Programme and Budget of the ILO and Decent Work Country Programmes that are aligned to the United Nations Sustainable Development Cooperation Framework (UNSDCF). The unit is also responsible to develop knowledge and strategic support to the ROAP management in forging partnerships and alliances with a wide array of actors to leverage financing for the achievement of decent work related SDGs and outcomes.

Main Purpose

As a team member the incumbent provides professional services for the efficient and effective and client-oriented delivery and administration of a range of programming, partnership, resource mobilization activities. These services cover programming and administrative support in the development, implementation and monitoring of partnership strategies, donor reporting and resource mobilization efforts at the national and regional levels, and with a particular attention to ILO engagement in non-resident countries under the direct responsibility of the Regional Office. The incumbent will provide professional services that would enable the Regional Office to advance its regional level partnerships, build and consolidate integrated national and regional policy and financing frameworks focusing on the Decent Work Agenda aligned with the UNSDCF, as well as the alignment of its development cooperation portfolio with the programme and budget outcomes. As part of deepening partnership with the UN system, work will also include overseeing that the DWCP is aligned with the United Nations Sustainable Development Cooperation Framework. The incumbent plays a key role in the development and enhancement of ILO national and/or sub-regional and/or regional partnership plans and activities including resource mobilization plans that are aligned with the ILO relevant frameworks. Work is governed by established rules, regulations, policies and procedures and guidelines and includes the use of the enterprise resource planning (ERP) system. The incumbent applies and promotes the principles of results based management (RBM).

The position works under the supervision of the Chief of the Regional Programming Support Services Unit and the Deputy Regional Director. Day to day work requires minimum supervision, Detailed instructions and guidance are provided for special assignments or the handling of unusual or complex matters. The incumbent receives guidance from Deputy Regional Director for the ILO engagement in non-resident countries.

Job Description

  • Develop and manage knowledge pertaining to partnerships, resource mobilization, UNSDCF development aligned to DWCP for all countries including non-resident countries under the responsibility of ROAP. Ensure the knowledge is updated and accessible to internal clients.
  • Manage communication with Country Offices and establish a system to track and monitor key programmatic events or activities related to UNSDCF monitoring, reporting, evaluations that impact ILO operations at country levels, and disseminate this information on a regular basis to ROAP management.
  • Keep abreast of donor reporting requirements for Regional Programmes (DC) and facilitate compliance to donor reporting schedules in the ERP.
  • Produce systematic analysis of voluntary contributions from member States (DC funds) and funding gaps for the ILO policy work. Develop and maintain an information base on donor priorities and partnership profile of various development partners from the public and private sectors and the UN Funding Compact.
  • Provide substantive programming advise to ILO operations in non resident countries covered by ROAP, including coordination substantial technical inputs to the Deputy Regional Director on matters related to the UN joint programmes, including UNCT meetings.
  • Oversee the work of and provide guidance to staff in concerned areas of partnership, resource mobilization, DWCP and alignment with UNSDCF. Provide substantial advice pertaining to rules and good practices on resource mobilization strategy, partnership and funding strategy, public and private partnerships and South South triangular cooperation. This entails close contact and cooperation with relevant units in the ILO headquarters.
  • Participate in missions to monitor and report on partnerships developed, progress of UN-ILO collaboration including in the alignment of UNSDCF. Identify issues and propose corrective actions.
  • Work in cooperation with external partners and technical specialists in the preparation of draft Memoranda of Understanding (MoUs) for partnership.
  • Participate in interagency fora and meetings with a view to identifying areas of common interest.
  • Keep abreast of changes to applicable standards, best practices and technologies. Share knowledge and provide guidance to staff.
  • Monitor the efficiency and effectiveness of work methods and processes and make recommendations for improvements. Liaise closely with staff and managers to ensure effective and smooth service design and delivery, recommending improvements on interrelated processes.
  • Provide guidance and support to senior management with internal communications in the Office.
  • Supervise staff as applicable.
  • Perform other relevant duties as assigned.

Required Qualifications and Experience

Education:

  • University degree (Bachelor’s or equivalent) in a field relevant to the job.

Experience:

  • Minimum of three years of professional work experience in programme and/or project planning, monitoring, implementation and evaluation, partnership building activities. Experience in working with an enterprise resource planning (ERP) system, in particular strategic management/programming Oracle Grants Account modules.

Languages:

  • Excellent command of an official language (English, French, Spanish) of the Organization. Working knowledge of another official language of the Organization or an official national language of the duty station.

Knowledge and Competencies (technical/behavioural)

  • Good knowledge of programming and results-based management (RBM) principles and concepts.
  • Good knowledge of UN reform.
  • Knowledge of the programming cycle (planning, monitoring, reporting and evaluation).
    Knowledge of resource mobilization.
  • Political awareness and understanding of socio-economic factors.
  • Knowledge of database design, knowledge management.
  • Knowledge of methods and techniques for designing and assessing quality and efficiency of process execution.
  • Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
