JOB PURPOSE

The Evaluation Consultant will support the Regional Evaluation Officer, in close coordination with other units in the regional bureau and country offices, to meet their responsibilities and accountabilities under the WFP Evaluation Policy 2022 and the new Regional Evaluation Strategy, which is currently under formulation.

While the Regional Evaluation Officer is engaged in the strategy formulation process, the Evaluation Consultant will be expected to assist in providing quality assurance support on evaluations and their processes across the region, particularly to assist the decentralised evaluations, in line with the WFP decentralised evaluation quality assurance system (DEQAS). The job holder is also expected to take lead in maintaining the evaluation database and supporting evaluation evidence dissemination.

KEY ACCOUNTABILITIES

Support Country Offices in scoping, designing and managing meaningful decentralized evaluations (DEs) as described in WFP Decentralized Evaluation Quality Assurance System (DEQAS)

  • Following the DEQAS standard and process, provide support the Country Office focal points the quality assurance of evaluation products.
  • Track and maintain the status of evaluation evidence and products in the region, including the stock taking of existing and on-going evaluations.
  • Provide support in disseminating lessons learned, recommendations, programmatic evidence and knowledge derived from the evaluations.
  • Assist staff and partners’ capacity strengthening and learning activities, as requested.
  • Other ad-hoc tasks related to the evaluation, its process and products, as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

  • Minimum Bachelor degree in Social Sciences, Statistics, Development Economics, Performance Management, Monitoring and Evaluation or any relevant field.

WORK EXPERIENCE

  • Minimum three years of relevant professional experience in evaluation in development and/or humanitarian international cooperation, of which two years should be field experience, including strong experience using a variety of quantitative and qualitative analytical tools & method.

KNOWLEDGE& SKILLS

  • Knowledge in the areas of field monitoring and evaluation methods, metrics, statistical applications, and reporting systems.
  • Understanding of results-based management principles and practices.
  • Has knowledge of evaluation ethics and is able support incorporate ethics into evaluation processes.
  • Has knowledge about Norms and Standards for Evaluation and is able to support their incorporation into evaluation processes.
  • Some practical knowledge on how data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting.
  • Ability to develop monitoring systems and databases including preparation of data collection, analysis and reporting tools.
  • Ability to work with relevant technology, procedures (e.g., web-based databases, other statistical applications) toproduce in-depth analysis and develop and share quality reports and visualizations.
  • Basic knowledge of programme design, implementation and operational challenges in food and nutrition security.
  • Some experience in building capacity through formal and informal training processes, including developing documentation and training materials.

LANGUAGE

  • Fluency knowledge of English language both verbal and writing is required.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Reporting to the Deputy Regional Director, the Strategic Information and Performance Monitoring Specialist provides technical assistance to the Regional Bureau on developing or enhancing its country office oversight and performance monitoring through strategic information and evidence analysis. This involves generating, collecting, analysing and repackaging a set of information and data for the purpose of strategic monitoring and oversight. The Specialist supports establishing or improving systems for routine data collection, improving data visualization and analytics of routinely collected data, and strengthening data use for decision making at the RBB and CO levels. Additionally, the SI Specialist assists in specific technical areas and provides support for risk management, oversight activities, programme evaluation and other research activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Supports RBB and countries planning and implementing data collection, data use and monitoring
  • Develops and maintains frameworks and monitoring plans, logic models and indicators to assess performance, compliance and impact, and for risk management
  • Develops and/or adapts procedures for data quality assurance, reporting, data dissemination, and other routine monitoring processes and support the frameworks’ implementation
  • In collaboration with regional functions and countries, contributes to country scan exercises ensuring data is available and performing some analysis to inform focus of the meetings and discussions, drafting summary report etc.
  • Reviews routinely collected data, provides feedback to RB functions and country teams, and supports using findings for decision/action. This includes articulating risk management tools and the information generated through country scans or other oversight activities (updating risk registers, monitoring mitigation activities, follow up of outstanding recommendations, etc.)
  • Works with the Technology team to support ongoing efforts to enhance data and platforms for oversight information as required
  • Supports data use efforts by improving dashboards and other mechanisms to facilitate access and generation of data
  • Performs other related duties as directed

STANDARD MINIMUM QUALIFICATIONS

Education:   Master’s degree in statistics, economics, business management or other field directly related to the substantive areas of this position.

Experience:

  • Minimum of 5 years of related experience working with data management analysis, monitoring and evaluation and/or performance/ auditing, programme management, risk management, internal audit
  • Exposure and knowledge in monitoring and evaluation and/or statistical surveillance systems
  • Demonstrated interpersonal and team-building skills
  • Proficient in Microsoft Office Suite (e.g., Outlook, Word, Excel, PowerPoint)

Knowledge & Skills:

  • Exposure to the international arena either by direct work for an international institution/organization or by interacting with international stakeholders
  • Require international travel

Languages:   Fluency in English and excellent written and oral communications skills.
