Internship Opportunity: Research on user experiences of biometric identification in Thailand, UNICEF Thailand

Background and Purpose of Assignment:

The aim of this research is to understand “every child’s journey into an ID ecosystem in a digital age”. We would like to understand the experiences and challenges a child (and caregiver) encounters in obtaining/using an identification credential from 0-18 years of age, especially in low income or vulnerable communities or those that UNICEF Thailand works with. In the case of Thailand, we are particularly interested in experiences with biometric identification.  

Caribou Digital is a consultancy focused on researching and building ethical digital economies in emerging markets. It has been contracted by the Data, Research and Policy group at UNICEF, New York for a year long project to research children and identification credentials in four countries. Thailand was one of the country offices which expressed its interest, and is in alignment with Caribou on the focus on biometrics in country. Caribou has a direct contract with UNICEF DRP. The research team has undergone ethics clearance with UNICEF’s ERB.

 

Work Assignment:

Desk research (2 weeks):

  • Ahead of the field research, conduct a brief overview (4-5 pages) on the ID context of Thailand as relevant to children and youth (guidance provided by Caribou) and biometrics initiatives in particular.
  • Create a mapping of the ID ecosystem – with guidance from Caribou – to be tested while on the field.

Field research (2-3 weeks, in area other than Bangkok, potentially “deep south” or border areas to north”):

  • Organizing focus group discussions and interviews.

– Coordinate logistics for the focus groups discussions (approximately 10) and “edge case end user interviews” (also 10).

– Be responsible for the timetable during the field trip: ensuring that travel logistics, costings, incentives for respondents are clear and set before departure for              the field with the Caribou staff. Be proactive in recruiting respondents.

  • Note taking and interpretation during focus group discussions and interviews

–  Interpret interviews and focus group discussions from Thai to English. Caribou staff will conduct the interview.

–  Record interviews and manage audio recordings/uploads etc.

– Write up notes from recording the focus groups/interviews in a reasonable timeframe (i.e. have finalised notes within a week after field visit is done). No                    word for word transcription is required.

– Manage the folder and file organization, including of notes, multimedia (photos and any video etc.) on Caribou Google drive.

  • Post field research (3 weeks)

–  Assist in reviewing of the identification ecosystem graphic with interviewees (end users, front line workers and experts).

– Assist Caribou staff in the analysis and writing up of the research (see other country reports for similar formats).

Duration of Assignment: 3 months (October-December 2018) on full time basis

Official Travel:  Fieldwork for 14 days in Thailand with Caribou researcher. Location will be either the North or the deep South of Thailand.

To qualify as an advocate for every child you will have… 

  • Be currently enrolled in, or a recent graduate within the past 2 years of a degree programme in an undergraduate or graduate school, preferably in Business Administration, Information Management, Public administration, Political Science, etc.;
  • Experiences in conducting interviews, preferably in technical subjects and with families and in remote areas are a plus;
  • Proficient in English and Thai. Knowledge in local dialect or minority language in Thailand would be an asset;
  • Excellent research and organizational skills – being able to schedule interviews and focus group discussions (FGDs) of 5-6 people each; assist in conducting interviews; write up notes; and to think laterally about who else would be useful to interview;
  • Good communication and interpersonal skills;
  • Ability to work independently;
  • Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office; and
  • Have no other relatives in the line of authority which the intern will report to.

Conditions of Intern:

  1. Expenses: Stipend and travel cost according to UNICEF’s guideline are applicable.
  2. Visa: Intern is responsible for obtaining the necessary entry visa and arranging their travel to Bangkok. UNICEF/TCO will assist only in issuing documents required in visa processing.
  3. Health/Medical insurance: Intern is required to hold valid health/accident insurance. UNICEF accepts no responsibilities for costs arising from accidents and/or illness incurred during the internship whether on or off UNICEF premises.
  4. Employment: There is no expectancy of employment at the end of the internship.
  5. Confidentiality. Intern is required to respect the confidentiality of information that s/he collect or is exposed to at UNICEF. No reports or papers may be published based on information obtained from UNICEF without the explicit written authorization by the Head of Office or Division Director.
  6. Impartiality. Intern is required to respect the impartiality and independence required of UNICEF and will not seek or accept instructions regarding the services performed under the internship agreement from any Government or from any authority external to UNICEF.

Provision of Supervising and Monitoring:

The intern will work under the supervision of Deputy Representative.
